Continuous supply
Three days after the fuel price adjustment on March 19, surveys at many petrol stations across the city show that buying and selling activities remain largely normal. Residents are not purchasing fuel for stockpiling.
On the afternoon of March 21, at a petrol station operated by Petrolimex on Tran Hung Dao Street, customers continued refueling as usual. Mr. Nguyen Van Toan, a resident of Me Linh Street in Le Chan Ward, said the station still supplies fuel fully according to customers’ needs. He filled up his car’s fuel tank as usual.
A representative of the station said that sales are only limited for customers without prior contracts who bring cans or barrels to buy fuel for storage.
According to Ms. Le Thi Thanh Ha, Chairwoman of Petrolimex Hai Phong, the company currently supplies nearly 50% of the city’s retail fuel volume through its network of 99 retail stations. Petrolimex Hai Phong ensures adequate supply for its affiliated fuel stations as well as franchised outlets.
Specifically, the company’s 99 stations strictly comply with registered sales operations with relevant authorities. Its current fuel reserves are about 20,000 cubic meters, considered a relatively safe level amid ongoing market fluctuations.

In suburban areas, fuel supply remains stable. At a petrol station on National Highway 10 in Vinh Thuan Commune, a staff member said the station serves not only motorists traveling along the highway but also residents of Vinh Thuan and nearby localities. Because supply is guaranteed, the station has not limited the amount of fuel sold to vehicle owners. However, sales are restricted for customers bringing cans or large containers to store fuel.
To ensure continuous supply for 43 affiliated retail stations and 54 franchise agents across the city, Quach Van Son, Director of PVOIL Hai Phong, said that in March and April 2026 the company registered to increase its fuel volume by more than 8,000 cubic meters compared with the average consumption in February 2026.
Specifically, the company receives about 38,000 cubic meters of fuel per month from its parent corporation. With this abundant supply, PVOIL Hai Phong commits that none of its retail stations, agents, or franchise traders will face fuel shortages in serving the public.
Meanwhile, with a storage capacity of up to 82,000 cubic meters, the depot operated by Hai Linh Petroleum Company Limited has proactively implemented solutions to secure supply. In addition to fuel imported from the Nghi Son Refinery and the Dung Quat Refinery, the company is also expanding supply sources from countries such as Singapore and South Korea.
Authorities noted that residents have not been stockpiling gasoline, helping reduce risks of fire and explosion and keeping the local fuel market stable.

To prevent any disruption in fuel supply across the city, Mr. Do Tat Dat, Deputy Head of the Hai Phong Market Surveillance Department, said that since early March the agency has directed its teams to closely monitor the market. Officers have been assigned to inspect fuel retail stations regularly to supervise sales activities and promptly detect violations such as hoarding to create artificial shortages, arbitrarily raising prices, or selling above listed prices.
The department has also publicized a hotline so that residents can report suspected violations by petrol stations.
According to Ms. Vu Thi Kim Phuong, Deputy Director of the Hai Phong Department of Industry and Trade, businesses and fuel wholesalers have been requested to proactively develop appropriate stockpiling plans to ensure stable supply for both residents and production activities, while avoiding any disruption in the supply chain.
Amid fluctuations in global fuel prices, authorities noted that some residents have brought large containers or cans to purchase fuel for storage at home, which poses a high risk of fire and explosion. Therefore, Mr. Vu Tien Phung signed a directive urging stronger public communication and advising residents not to stockpile fuel.
The directive also calls on organizations and individuals to help detect and report illegal activities such as fuel smuggling, transportation of fuel with unclear origin, selling limited quantities, or hoarding fuel while waiting for price increases, all of which could cause public concern.
Despite ongoing challenges due to fluctuations in global petroleum prices, proactive management and close coordination among suppliers, traders, and retail stations have kept fuel supply in the city stable and well-controlled, ensuring essential energy for daily life and production.
