They will also expand the Intergenerational Self-Help Club model and carry out the program “Joining Hands to Support Elderly People in Difficult Circumstances and Lonely Elderly Without Caregivers.” Efforts will focus on effectively organizing the Action Month for Vietnamese Older Persons, diversifying care activities, strengthening the Elderly Care and Empowerment Fund, and improving the quality of life for senior citizens throughout the city.
Since the beginning of 2026, Hai Phong has implemented a wide range of practical and coordinated programs to improve the health, material well-being, and spiritual life of older residents.

Healthcare support for older people has also been strengthened. Elderly Associations worked closely with the health sector to provide eye examinations for 9,570 seniors and supported cataract lens replacement surgeries for 1,089 elderly individuals, helping improve vision and overall quality of life.
Resources dedicated to elderly care continue to grow. The total membership fund of Elderly Associations across the city has exceeded VND 137 billion. The spiritual and social well-being of older people has also received significant attention.
