Vietnam’s National Assembly and People’s Councils at all levels must renew their operations, act effectively and serve the people, said Party General Secretary To Lam at a national conference on March 31.

The conference reviewed the elections to the 16th National Assembly and People’s Councils for the 2026–2031 term, with the participation of senior Party and State leaders, Politburo members, members of the Party Central Committee, Deputy Prime Ministers, Vice Chairpersons of the National Assembly, Ministers, members of the National Election Council, and other central leaders, central officials and representatives from ministries, sectors and localities.

Hai Phong’s delegation attending at the central venue included Le Tien Chau, member of the Party Central Committee and Secretary of the municipal Party Committee, and Le Van Hieu, Deputy Secretary of the municipal Party Committee and Chairman of the city People’s Council, along with other Standing Committee members and representatives of the city’s National Assembly delegation.
At the Hai Phong online venue, participants included Do Manh Hien, Standing Deputy Secretary of the municipal Party Committee, and Pham Van Lap, Deputy Secretary of the Hai Phong Party Committee and Chairman of the Vietnam Fatherland Front Committee in the city, along with other local officials.

More than 76.1 million voters cast ballots, representing a turnout of 99.7%, the highest on record, with no constituencies required to re-vote. The quality, structure and representativeness of elected deputies improved, with full-time National Assembly members projected to account for 40%, also a record level.
The 16th National Assembly includes 150 women, or 30%, 76 ethnic minority representatives at 15.2%, 18 non-Party members at 3.6%, and 33 deputies under the age of 40 at 6.6%. For the first time, a representative from the Ơ Đu ethnic group has been elected.

Preparations were carried out early and effectively from central to local levels. Digital transformation and the application of technology in election organization saw clear progress, while political security and social order were maintained throughout the process.

Party General Secretary To Lam said the election reflected alignment between Party direction and public will, as well as aspirations for national development, adding that the new term must embody reform, action, efficiency and close engagement with the people.
