Hai Phong election shows improved results and higher-quality delegates

The election in Hai Phong took place under many unprecedented and unique conditions, yet it concluded successfully, with the voter turnout reaching the highest level in recent terms.

On the afternoon of March 26, the Hai Phong City Election Commission held a conference to review the election of deputies to the 16th National Assembly and deputies to the People’s Councils at all levels for the 2026–2031 term in the city.

Attending the conference were members of the Standing Committee of the Hai Phong Party Committee: Mr. Le Tien Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee and Head of the Hai Phong National Assembly Delegation of the 15th term; Mr. Le Ngoc Chau, Member of the Party Central Committee, Deputy Secretary of the Hai Phong Party Committee and Chairman of the City People’s Committee; Mr. Do Manh Hien, Standing Deputy Secretary of the City Party Committee; Mr. Le Van Hieu, Deputy Secretary of the City Party Committee and Chairman of the City People’s Council; Mr. Pham Van Lap, Deputy Secretary of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of the city; and Mr. Do Thanh Trung, Deputy Secretary of the City Party Committee.

Also attending were members of the Standing Committee of the City Party Committee, members of the City Party Committee’s Steering Committee for the election; leaders of the City People’s Council and City People’s Committee, along with representatives from departments, agencies, units, and local authorities across the city.

Highest voter turnout in recent terms

At the conference, delegates watched a video report summarizing the election of deputies to the 16th National Assembly and deputies to the People’s Councils at all levels for the 2026–2031 term. They also shared experiences from the process of organizing, implementing, and carrying out election activities in their respective units and localities.

According to the summary report, the election of deputies to the 16th National Assembly and deputies to the People’s Councils at all levels for the 2026–2031 term in Hai Phong was highly successful. The city recorded a voter turnout of 99.85%, the highest rate in recent terms.

The proportion of valid ballots at all three levels exceeded 99.7%, while invalid ballots accounted for less than 0.3%. The election successfully elected the full number of deputies as planned, ensuring the required structure and composition of representatives and reflecting broad representation of all social groups, with the quality of deputies further improved.

This was also the first election in the city in which no additional voting had to be conducted.

For their excellent performance in the election of deputies to the 16th National Assembly and deputies to the People’s Councils at all levels for the 2026–2031 term in Hai Phong, the Chairman of the City People’s Committee decided to commend 141 collectives, 175 individuals, seven National Assembly election committees, 18 City People’s Council election committees, and five election working groups.

Setting responsibilities for the new term

Deputy Secretary of the Hai Phong Party Committee and Chairman of the City People’s Council, Deputy Head of the City Party Committee’s Steering Committee for election work, Chairman of the Hai Phong City Election Commission, Le Van Hieu emphasized that the election in the city was successfully conducted, with all results and indicators higher than those of the previous term.

Speaking at the conference, Mr. Le Van Hieu, Deputy Secretary of the Hai Phong Party Committee, Chairman of the City People’s Council, Deputy Head of the City Party Committee’s Steering Committee for election work, and Chairman of the Hai Phong City Election Commission, affirmed that the election in the city had been successfully organized and received high praise from the Standing Committee and the Standing Committee of the City Party Committee, as well as recognition from voters and the people of the city.

This success is further highlighted by the fact that the election was held for the first time in the context of administrative unit reorganization and the implementation of a two-tier local government model, bringing many unprecedented conditions, advantages, and challenges, which posed significant demands on the leadership, direction, and organization of the election.

Chairman of the Hai Phong People’s Council Le Van Hieu noted that previously, at the provincial and municipal levels, there were only about 12–15 focal units directly implementing tasks under the leadership and direction of the provincial authorities. After the merger, the city now has 114 communes, wards, and special zones with large populations and a significant number of voters. Meanwhile, many local officials and civil servants responsible for election work still have limited experience in directing and implementing election activities. In addition, this election was conducted earlier than usual, with a shortened timeline.

However, thanks to the leadership and direction of the Standing Committee of the City Party Committee, the active involvement of the entire political system, the spirit of solidarity, proactiveness, and responsibility, as well as coordinated guidance among localities, the election in the city achieved results and targets higher than those of the previous term.

In particular, communication and voter guidance regarding the candidates nominated for election were carried out effectively. The elected candidates received highly concentrated vote shares with a high level of consistency across localities, contributing to improving the quality of elected representatives. Security and safety throughout the city during the election were absolutely ensured.

On behalf of the Hai Phong City Election Commission, Chairman of the City People’s Council Le Van Hieu expressed sincere appreciation for the consistent leadership and direction of the City Party Committee’s Steering Committee for election work, as well as the efforts of all levels, sectors, and localities, especially the standing body of the City Election Commission. From local leaders down to each village and residential neighborhood, officials devoted great effort and responsibility to ensuring the successful organization of the election.

The Chairman of the City Election Commission emphasized that the results of the election of deputies to the 16th National Assembly and deputies to the People’s Councils at all levels for the 2026–2031 term were very encouraging, while also placing responsibilities on the newly elected representatives of the city.

Immediately after the conference, Mr. Le Van Hieu requested agencies and units to focus on four key tasks. These include continuing communication about the success of the election to create an atmosphere of enthusiasm and productive competition among officials, Party members, and citizens; urgently completing post-election documentation and procedures in accordance with regulations; and thoroughly preparing conditions for the successful organization of the first sessions of the People’s Councils at all levels to soon consolidate the local government apparatus. This is a key factor in maintaining the pace of socio-economic development targets, ensuring national defense and security, and guaranteeing continuity in leadership and administration at the local level.

Newly elected delegates were urged to immediately begin implementing the commitments outlined in their action programs. Each delegate should serve as a strong bridge between the authorities and the people, regularly listening to, understanding, and faithfully conveying the thoughts and aspirations of the public.

As Chairman of the City Election Commission and Chairman of the City People’s Council—the head of the highest local elected body—Mr. Le Van Hieu also requested the advisory bodies assisting the City People’s Council, as well as the standing bodies of the People’s Councils of communes, wards, and special administrative zones, to monitor the commitments made in the action programs of newly elected People’s Council deputies, considering them a benchmark for evaluating the performance of representatives during the new term.

Agencies, sectors, local authorities, and officials involved in the election were also asked to conduct reviews and draw lessons from the process of organizing the election.

With a spirit of solidarity, innovation, and dedication to serving the people, Chairman of the City Election Commission Le Van Hieu expressed confidence that the new-term local government apparatus and each elected representative will fulfill their responsibilities, meet the trust and expectations of voters and the people, and contribute to the continued development of the city.
