Localities across Hai Phong are highly focusing on mobilizing resources and taking synchronous measures for poverty reduction in response to the Peak Month for the Poor 2026.

Diverse approaches

According to reviews conducted by local authorities, as of September 2026, Hai Phong had 1,674 poor households whose needs were being assessed and specific support plans proposed.

Vu Thi Tao, Chairwoman of the Vietnam Fatherland Front Committee of An Lao Commune, said the commune currently had 84 near-poor households, along with many other families facing difficulties in housing, livelihoods and opportunities for household economic development.

The committee’s Standing Board had promptly launched a plan to organize the Peak Month for the Poor 2026 and sent open letters to agencies, units, businesses, schools, armed forces, residential areas and expatriates, calling for contributions to the Fund for the Poor. Through these efforts, the locality has encouraged large numbers of officials, civil servants, workers and residents to join hands in supporting poor people.

By October 22, agencies, organizations and residential groups in Hai Duong Ward had donated more than VND 900 million to the Fund for the Poor. Previously, the Vietnam Fatherland Front Committee of the ward had mobilized socio-political organizations, Hai Duong Clean Water Trading JSC and other resources to support the repair of three houses, with a total value of VND 100 million. It also presented 200 gifts worth a combined VND 100 million to poor households and families facing hardship.

Alongside resource mobilization, local authorities have promptly reviewed and assessed the circumstances of individual households to identify the root causes of poverty, the difficulties that need to be addressed and their specific support needs.

Readiness to provide support

Under the targets set out in the Resolution of the 1st Hai Phong Party Congress for the 2025-2030 term, the city aims to reduce the number of poor households by at least 50% in 2026, with the goal of eliminating poverty by 2027.

According to Dang Thi Phuong Lien, Standing Vice Chairwoman of the City Women's Union, its chapters at all levels will continue to strengthen their role as a bridge, helping female members access preferential policy credit to develop production and business activities.

To date, the total outstanding loans managed by the Women's Union through the Vietnam Bank for Social Policies, commercial banks and various funds have exceeded VND 8 trillion, serving 113,515 household loan recipients.

The union has also registered to support and help more than 1,000 women escape poverty or near-poverty situations through various forms of assistance, including preferential loans, transfers of production, cultivation and breeding techniques, connections to product markets, job referrals, vocational training, and support for the construction or repair of sanitation facilities.

Bui Manh Phuc, Chairman of the City Red Cross Society, said that alongside its regular social welfare activities such as building and repairing Red Cross houses, providing regular and unscheduled assistance for people living alone and vulnerable groups, and awarding scholarships to disadvantaged students who excel academically, the city Red Cross Society and Cooperative Alliance had recently signed a cooperation program to mobilize resources from the collective economic sector and cooperatives to support humanitarian assistance, social welfare and sustainable economic development during the 2026-2031 period.

The effectiveness of poverty reduction should not be measured solely by the number of households escaping poverty, but also by how many people secure sustainable employment and how many families genuinely improve their quality of life. Bui Van Bac, Vice Chairman of the City Vietnam Fatherland Front Committee, emphasized: “After completing the review and updating of information, identifying the causes of poverty and assessing the support needs of poor households, we will use the findings to develop suitable assistance plans for each household and each group of needs.

“Our committee will then focus on mobilizing resources to help 66 poor households that need new Great Unity and mobilize social resources to meet other needs, prioritizing urgent issues, particularly housing, employment, livelihoods, production capital and gaps in access to basic social services.

“We aim to achieve the greatest possible reduction in the number of poor households, taking into account each household's actual circumstances and the capacity to mobilize and allocate resources.”
