Investing in people: The key to Hai Phong’s growth

People-centered approach

In pursuing rapid and sustainable development, the city recognizes that investment in people must begin with education. Beyond raising educational standards, Education is regarded as the key to developing a high-quality workforce, laying the foundation for the city’s ambition to become one of the nation’s leading centers of industry, services, and innovation.

Resolution No. 05-NQ/TU issued by the Hai Phong Party Committee concretizes this orientation, setting the objective of building an advanced, humane, and modern education system that enables younger generations to develop comprehensively in ethics, intellect, physical development, aesthetics, and global integration skills.

To implement this policy, the city has piloted the “Socialist School” model, gradually creating a modern, student-centered learning environment. Educational infrastructure has been synchronously upgraded, with many schools equipped with smart classrooms, digital libraries, and modern teaching technologies.

In recent years, Hai Phong’s education sector has consistently ranked among the top in Vietnam , with numerous outstanding results in national and international competitions. These achievements reflect the effectiveness of sustained and well-directed investment in human development.

A foundation for the aspiration to rise

Investment in people extends beyond education to improving living standards, healthcare, cultural life, and the development of a humane social environment. Drawing on practical experience and pioneering the implementation of the 14th National Party Congress Resolution, the city leaders have identified the development of a “City of Music” as an important model under Resolution No. 05-NQ/TU, aimed at piloting several socialist-oriented development models associated with building socialist citizens for the 2026–2030 period and the years ahead.

Alongside this effort, the city continues to invest comprehensively in culture, sports, healthcare, and public infrastructure, gradually enhancing the quality of social services for the sake of Hai Phong residents. Numerous parks, squares, pedestrian streets, cultural centers, and community recreation areas have been newly built or upgraded, contributing to an improved urban landscape and better living conditions.

At the same time, the healthcare system has been strengthened. Social security policies supporting disadvantaged groups, workers, students, and other vulnerable populations are being implemented, demonstrating a clear people-centered development orientation.

During the recent Lunar New Year, Hai Phong was among the localities providing some of the highest levels of support nationwide for state contributors. In addition, ongoing administrative reforms and the development of e-government and digital government systems are enabling citizens to access public services more conveniently and transparently, thereby further consolidating public trust.

By consistently fostering a humane living environment and promoting comprehensive human development, Hai Phong is building a solid foundation for its aspiration to rise, driving rapid, sustainable growth and moving toward becoming a model city in the new era.
