With a score of 95.37%, the northern port city of Hai Phong ranked first nationwide in Vietnam’s 2025 Public Administration Reform Index (PAR INDEX). It marked the third time Hai Phong has topped the country in the PAR INDEX rankings and the second consecutive year the city has led both the administrative reform index and the Satisfaction Index of Public Administrative Services (SIPAS).
