Hai Phong aims to increase its Provincial Competitiveness Index (PCI) score to 70 points or higher, with the goal of ranking among the top three provinces and cities nationwide.

The Hai Phong People's Committee has issued Plan No. 286 on improving the city's PCI for the 2026 – 2027 period.
According to the plan, the city aims to achieve an overall PCI score of 70 points or above, maintain its position among the country's top five localities, and ultimately secure a place in the top three.
The city People's Committee requires authorities at all levels to continue promoting dynamism, proactiveness, and transparency.
Civil servants are expected to work with dedication and accountability while embracing innovation, initiative, and a willingness to take responsibility, in line with the motto: "Decisive action – Dedicated service for businesses."

Public officials are also required to make significant improvements in their attitude and sense of responsibility, strengthen their proactiveness and professionalism, and ensure clear assignment of personnel, tasks, timelines, responsibilities, deliverables, and authority. They are also expected to maintain a friendly and supportive approach when interacting with residents and businesses.
Departments, agencies, and the People's Committees of communes, wards, and special zones are instructed to strengthen awareness among public officials of the importance of the PCI in enhancing Hai Phong's development and standing.
They are also required to regularly monitor PCI performance and implement measures to achieve the highest possible scores in the index evaluating administrative procedure handling and public service delivery for residents and businesses.
