Innovation is more than new ideas. For Hai Phong City, the priority is creating every favorable condition that allow creative ideas to take root in real life.
In recent years, the phrase ‘innovation’ has increasingly appeared in development strategies, companies, schools and government operations.
Hai Phong ranked fourth nationwide on the 2025 Provincial Innovation Index (PII), entered the group of the world’s top 1,000 startup ecosystems for the first time, and is steadily expanding its scientific research teams, science-and-technology enterprises and startup activities.
According to the Department of Science and Technology, the city now hosts 2 high-tech enterprises; 76 firms certified as science-and-technology enterprises; 74 scientific and technological organizations; and dozens of recognized public-sector initiatives.
The implementation plan for the national strategy on innovative startups for 2026–2030 signals Hai Phong’s clear direction for building an integrated innovation ecosystem. The city aims to place its startup ecosystem among the global top 200, strive to be third nationwide in the Provincial Innovation Index, and develop support networks, innovative startup firms and institutions such as science parks, support centers and investment funds.
Innovation is not a race to find a few standout ideas. It is the process of creating conditions where ideas can form, be tested and developed. When every initiative has a chance to become a product and every idea can reach the market, the city’s new momentum will rest not only on tangible projects but on the daily capacity to generate new value.
