Leading the 2025 FTA Index shows that administrative reform and a transparent business environment are becoming a driving force for Hai Phong to enhance its competitiveness.

The Ministry of Industry and Trade has recently announced the 2025 FTA Index, which assesses local implementation of free trade agreements. In which, Hai Phong has emerged as a standout performer, scoring 35.62 out of 40 points, the city topped Vietnam's FTA Index 2025, becoming the only locality nationwide to receive the highest rating of 'very good' for the implementation of free trade agreements (FTAs). Hai Phong ranked first in Access to Information with 9.85 points, and Implementation of FTA-related Legal Regulations with 9.4 points.
In 2025, Hai Phong’s total import-export turnover reached a record USD91.72 billion, with exports hitting USD50.14 billion, up 8.5% year on year. Cargo throughput at the city’s ports reached approximately 213 million tonnes, an increase of more than 12%.
These figures provide the clearest evidence that the benefits offered by FTAs have been effectively translated into markets, orders and capital flows into the city.
Despite leading the country in a number of indicators, including the FTA Index, the Hai Phong Party Committee and authorities always regards the FTA Index as a governance and reform measurement tool.
To maintain its ‘champion’ position and, more importantly, enhance the national competitiveness of ‘Made in Hai Phong’ products, the city is pursuing a number of strategic and breakthrough measures. These include digital transformation in public services, providing market-specific and in-depth information, and streamlining procedures for the issuance of electronic Certificates of Origin (e-C/Os) under the ‘five on-the-spot’ model, thereby minimizing the time and costs incurred by businesses.
As major markets such as the EU, the United States and Japan raise technical barriers and tighten environmental requirements, Hai Phong has determined that FTA implementation must go hand in hand with green transformation and sustainable development.
The city will support businesses in upgrading technologies, reducing emissions, developing a circular economy, and complying with international labor and environmental standards.
