Secretary of the Hai Phong Party Committee Le Ngoc Chau has called for continued decisive implementation of Resolution No. 11, removal of bottlenecks, and linking of the responsibilities of heads of agencies to the progress and results of each task in an effort to achieve the city’s 2026 growth target.

The Hai Phong Party Committee held its fifth meeting for the 2025-2030 term on October 2 at the City Convention and Performance Center.
The meeting reviewed the implementation of tasks over the first nine months of 2026 and identified key tasks for the final three months of the year. It also reviewed the first three months of implementing the City Party Committee’s Resolution No. 11-NQ/TU, dated July 15, 2026 on strengthening leadership and direction to achieve average annual GRDP growth of 13% or higher in the second half of 2026 and throughout the 2026-2030 period.
Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee and Head of the City Delegation of National Assembly Deputies, chaired the meeting.
The meeting was connected online to the Party committees of 114 communes, wards and special zones across the city.
Resolution No. 11 helps drive Q3 growth

Reports presented at the meeting showed that Hai Phong achieved notable socio-economic results in the third quarter and the first nine months of 2026. GRDP in the third quarter was estimated to grow by 13.09%, up 1.85 percentage points from the second quarter, bringing estimated growth for the first nine months to 12.08%. This ranked third nationwide and was the highest level recorded for the same period in the past six years. These results were associated with changes in leadership, direction, administration and implementation following the issuance of Resolution No. 11-NQ/TU.
A key feature of the resolution’s implementation was the requirement to renew leadership and direction methods, translating them into specific tasks, works and projects. The resolution was broken down into 667 major tasks and 1,055 component tasks, each linked to deadlines, deliverables and the responsibilities of relevant agencies, units and localities.
City leaders organized 27 inspection and supervision delegations to localities, making direct site visits and working with businesses, investors and contractors to address difficulties and accelerate production and construction. According to the review report, this hands-on and decisive approach brought changes in implementation and made an important contribution to improving economic indicators in the third quarter.

The industrial production index in the third quarter was estimated to increase by 15.98%, while growth for the first nine months was estimated at 15.23%. Total investment capital implemented in the city was estimated at VND 97.825 trillion, up 14.9% year on year. Export turnover was estimated at USD 16.2 billion, up 8.2%, exceeding the quarterly growth scenario.
In the first nine months, total State budget revenue in the city was estimated at VND 162.173 trillion, a rise of 11.7% year on year. Foreign investment attraction was estimated at USD 3.63832 billion, up 64.4% and equivalent to 93.3% of the annual plan. Six industrial parks were established with investment policies approved alongside investor approval, while construction began on nine industrial parks.
Culture, education, healthcare and social welfare continued to receive attention. Administrative reform and digital transformation were accelerated, while national defense and security were maintained.
Resolutely removing bottlenecks, maintaining the growth target

In his concluding remarks, Secretary of the City Party Committee Le Ngoc Chau affirmed that the issuance of Resolution No. 11 was the right policy, reflecting strong political determination and a timely response to practical requirements. After three months of implementation, the resolution brought changes in execution, strengthening the links between Party committee policies, government administration and the implementation responsibilities of each agency, unit and locality.
Emphasizing that the workload for the remaining months of the year was substantial, he called on the entire Party organization and political system to maintain solidarity and unity, remain committed to the full-year GRDP growth target of 13% or higher, and resolutely refuse to lower it.
He assigned the Party Committee of the City People’s Committee to direct the completion of Resolution No. 11 tasks that had fallen behind schedule in the third quarter, as well as those due in the fourth quarter, and to review, update and assign specific targets to each sector. Tasks that could be completed ahead of schedule must be finalized without waiting until their deadlines approached.
The city will continue applying the “green lane” mechanism to investment, land, planning and construction procedures for key projects, social housing, rental housing, industrial real estate, and commercial and service projects. It will review and consider revoking projects or adjusting industrial land-use targets in industrial parks and clusters where investors lack the capacity to deliver, while selecting capable investors for new projects.

To make administrative reform substantive, the Secretary of the City Party Committee requested that departments and sectors review procedures and cut processing time by at least another 50% for procedures related to investment, production and business activities, based on the 50% reduction already made by ministries and sectors. The additional reduction will take effect on October 15, 2026. The city must ensure that 100% of applications are received and results returned through Public Administration Service Centers, with processing progress made public on the National Public Service Portal. Separate meetings to complete or process applications before they are submitted to the centers must be ended.
Chau also called for proactive preparations for the 2027 socio-economic development plan, with an administrative scenario developed from the beginning of the year and budget estimates assigned in line with the potential and conditions of each locality. The city will continue reviewing and proposing amendments and supplements to its special mechanisms and policies, ensuring continuity and avoiding disruption to policies already in place, while reporting matters beyond its authority to the competent authorities.
Alongside cultural development and social welfare, the city will make thorough preparations for major cultural events, continue preparing dossiers seeking national tourism area recognition for Cat Ba and Con Son - Kiep Bac, and study tourism development on Bach Long Vi Island. It will complete the free health checkup program for residents in October, ensuring substantive implementation and avoiding waste; improve the effectiveness of the two-tier local government system; finalize internal procedures; and fill vacant leadership positions at the commune level.
