Hai Phong entered 2026 with a target of GRDP growth of 13% or higher. After six months, the city's economy grew by 11.33%. On that basis, the growth scenario was adjusted, targeting 12.54% growth in the first nine months and continued acceleration in the final quarter to achieve the full-year target.

In the first eight months of the year, the city's economy recorded a number of positive results. Exports, cargo throughput and foreign investment attraction continued to increase, while budget revenue and business development also posted positive results. By the end of August, nine of the ten major socio-economic targets under the growth scenario had met or exceeded their targets.

However, some key indicators still fall short of the targets set in the growth scenario. This represents both a gap that needs to be made up and room for the city to generate additional value in the final quarter.

Growth potential does not come only from large-scale projects but also lies in the existing capacity of the city's economy. There is still room to further utilize production capacity, fulfill additional orders, expand markets and improve productivity. All of these can be converted into new value for the economy.

Therefore, resources for growth do not necessarily have to come from new factors. An important part lies in making more effective use of the resources Hai Phong already has, converting production capacity into output, business opportunities into revenue, and investment projects into new economic capacity. With less time remaining, making the most of these resources early will have a more direct impact on the full-year growth result.

Growth does not come from any single sector but is created by the combined activities of the economy. The city currently has more than 54,000 operating businesses, along with a large number of production and business households. When tens of thousands of businesses and numerous production and business establishments make full use of their capacity, their individual contributions will come together to form the strength of the entire economy.

To make better use of these resources, the city needs to step up its support in the final months of the year. Timely processing of procedures can open up additional production and business opportunities; resolving site-clearance issues can help projects get underway sooner; and unlocking capital can channel funds into effective investment plans. With the remaining time now measured in months, every issue resolved early creates another opportunity to contribute to growth in 2026.

Only three months remain to achieve the full-year target. Time waits for no one, but Hai Phong still has substantial resources in its production capacity, business activity, creativity and the collective determination of the entire city. The convergence of these resources will generate additional value and provide further momentum for Hai Phong as it works toward its growth target of 13% or higher.
