On November 24, 1946, the First National Cultural Conference took place at Hanoi. President Ho Chi Minh along with more than 200 delegates from cultural figures nationwide attended the conference.

Seventy-five years ago, on November 24, 2021, the National Cultural Conference took place in Hanoi, marking the 75th anniversary of the First National Cultural Conference. The conference had a great significance, igniting the aspirations of the entire nation and opening a new turning point in reviving and developing Vietnamese culture and people, meeting the demands for rapid and sustainable development.

According to Resolution No. 80 of the Politburo on cultural development, the goal by 2030 is to build and develop an advanced Vietnamese culture imbued with national identity; unified in diversity; featuring national characteristics that are democratic, humane, scientific, and modern.

In recent years, Haiphong City has prioritized directing the development of culture in general and the cultural industry in particular, with the goal of turning culture into a development resource, transforming heritage into tourism products, and contributing to socio-economic growth in the present and future.

Haiphong currently boasts 2 world heritage sites in the regional cluster: the World Natural Heritage of Ha Long Bay - Cat Ba Archipelago and the World Culture Heritage of The Yen Tu-Vinh Nghiem-Con Son- Kiep Bac Monuments and Landscapes Complex. Additionally, numerous other intangible cultural heritages such as Cheo, xam singing, clay firecracker games, water puppetry... have been being preserved and developed in many localities across the city.

Haiphong is a land rich in cultural heritage and identity, with residents passionate about culture and arts. The city has developed the "Haiphong – A City of Music" Project. This is a key goal in the strategy to develop cultural industries and entertainment sectors, aiming to gradually position Haiphong as a UNESCO Creative City.

The city is also creating numerous opportunities to strengthen cooperation with other localities, viewing creativity as a strategic factor for sustainable development and positioning the cultural industry as a core focus in urban development plans.

The merger of Haiphong and Hai Duong has expanded the administrative boundaries, not merely an organizational event, but a turning point for the city to reshape its comprehensive development vision, where the cultural industry must be seen as a sustainable pillar alongside industry, seaports, logistics, and smart urban development.
