Chairman of the Hai Phong People's Council Le Van Hieu has overseen and urged action on voters' petitions from four localities of Kien An, Kien Hung, Nghi Duong and An Hung.

The Standing Committee of the Hai Phong People's Council conducted a field survey and held a working session on the resolution of voters' petitions in Kien An Ward and the communes of Kien Hung, Nghi Duong and An Hung on October 7. The delegation was led by Le Van Hieu, Deputy Secretary of the City Party Committee and Chairman of the City People's Council.
In Nghi Duong Commune, voters asked the city to allocate resources to upgrade the local irrigation system, invest in salinity-control and freshwater-retention facilities, and introduce additional support mechanisms for agricultural development.
Chairman of the City People's Council Le Van Hieu said investment in small-scale field irrigation canals was important and asked the locality and producers to proactively mobilize resources for early renovation and upgrades. The city has introduced many agricultural support policies and is studying new mechanisms; the locality should strengthen communication so residents are aware of and can benefit from these policies.

In Kien Hung Commune, voters called for appropriate support mechanisms for village officials involved in reviewing, verifying and mobilizing residents to hand over land for site clearance. The City People's Committee said Decision No. 163/2025/QD-UBND dated September 18, 2025, provides spending levels for organizing compensation, support and resettlement. The City People's Council chairman asked relevant agencies to study and advise on specific lump-sum spending levels for people working in villages and residential groups who participate in site clearance, ensuring that the levels are appropriate and compliant with regulations.
In An Hung Commune, voters reported that the low-voltage power system along the left bank of the Van Uc dike and the dike surface had deteriorated. They also raised issues involving 108 households living within the dike protection corridor in the former Tan Thang Village, now part of Kim Linh Village. Renovation of the dike surface has been included in a project to repair and upgrade several dike sections in the city and will be implemented in the coming period. The City People's Council chairman asked agencies to review the situation and develop plans to issue land-use right certificates to eligible households; households that do not qualify should be encouraged to relocate, with appropriate relocation plans put in place.

In Kien An Ward, voters asked authorities to resolve the issuance of apartment ownership certificates for 215 low-income households at the Bac Son apartment complex, address a 40% increase in service fees, and hand over facilities serving community activities. The Ward People's Committee said the investor's service fee increase was not in accordance with regulations; the ward had requested that the previous fee level be maintained, with amounts already paid deducted from subsequent months.
The issuance of certificates is now basically free of difficulties and obstacles. The ward has directed the company to provide information and guidance to households on completing their applications and coordinate with relevant departments and agencies to accelerate the process. The City People's Council chairman required that the process be reviewed and standardized in accordance with regulations, conducted publicly and transparently, and that certificates be issued soon to ensure residents' legitimate rights and interests.
Following the working session, the Standing Committee of the City People's Council will continue monitoring the resolution of voters' petitions in localities and agencies across the city.
