Hai Phong moves to support liquid bulk sector amid fuel supply pressures

Hai Phong authorities have called for urgent measures to support businesses in the liquid bulk sector, as global fuel supply disruptions continue to weigh on import activities.

At a meeting on March 29, Vice Chairman of the municipal People’s Committee Hoang Minh Cuong urged relevant departments and agencies to propose practical solutions to assist fuel importers and traders.

Petroleum firms said global supply constraints have put pressure on domestic imports. They called for more time to adapt to the new rules, reduce financial and legal pressures, and ensure stable fuel supply for production and daily consumption.

Companies also urged the city to work with the government and the prime minister to help resolve bottlenecks, maintain stable port operations and safeguard the energy supply chain.

Hai Phong, one of Vietnam’s key industrial, port and logistics hubs, has seen wide-ranging impacts from these developments across transport, logistics, seaports, industrial production, construction, trade, import-export, finance and banking, particularly in fuel supply.

In response, the Hai Phong People’s Committee has instructed the departments of Finance, Construction and Industry and Trade, along with the Hai Phong Economic Zone Authority and Regional Customs Sub-Department III, to urgently study and propose feasible support measures for fuel importers through the city’s seaports.

Authorities are also considering reducing fees for the use of infrastructure and public service facilities applied to liquid bulk cargo, including petroleum and gas, in order to lower costs and share difficulties with businesses.

The proposal has won in-principle backing from the municipal Party Committee and the Standing Committee of the People’s Council, and will be submitted for approval. It includes a plan to apply a zero fee on petroleum and gas for the final nine months of 2026.

Relevant agencies have been asked to closely monitor global, regional and domestic developments, proactively identify challenges faced by businesses and propose timely solutions to support enterprises, stabilize production and promote sustainable growth.

The Department of Industry and Trade has also been tasked with strengthening inspections and supervision of petroleum trading activities, in coordination with market surveillance forces and the Hai Phong Public Security forces.
