Through overseas investment promotion missions by Hai Phong’s leaders to multiple countries, the city has secured large-scale projects, affirming its appeal and position on the global investment map.
Comprehensive renewal in investment promotion
As part of the working program of a high-level Vietnamese delegation in the Republic of Korea from August 10 to 13, a Hai Phong delegation, led by Secretary of the Hai Phong Party Committee Le Tien Chau, met with leading Korean corporations, enterprises, and industry associations such as Hyundai, Doosan Enerbility, Bumhan, Nexen, and SKC, opening up opportunities for extensive cooperation in key sectors of the city’s interest.
At the meetings, Secretary Le Tien Chau highlighted the city’s significant potential following its administrative merger with Hai Duong province, including ample land, abundant labor, and modern, synchronized infrastructure in seaports, logistics, and industry.
He also noted that the city is developing the Southern Coastal Economic Zone and a free trade zone with preferential mechanisms, making it an attractive investment destination.
The secretary invited corporations and associations to consider investing in Hai Phong and encouraged cooperation on workforce training and adoption of advanced manufacturing technologies.
In recent years, Hai Phong’s leadership, the Hai Phong Economic Zone Authority, and related departments and localities in the city have implemented a comprehensive renewal in investment promotion, bringing tangible results for the city’s development.
Immediately after such missions, many investors have poured capital into Hai Phong. In 2023, following investment promotion trips to South Korea, Japan, and the US, LG Innotek increased its investment by 1 billion USD, raising its total investment in Hai Phong to over 2 billion USD; SKC, a new Korean investor, launched the 500 million USD Ecovance high-tech biodegradable materials plant project.
Affirming leading position
Alongside outbound investment promotion, the city has actively welcomed major business and investor delegations seeking opportunities for cooperation. Recently, during the third meeting of the APEC Business Advisory Council (ABAC III) held in Hai Phong, the city handed over investment certificates and memoranda of understanding worth over 15 billion USD, focusing on manufacturing, high technology, clean energy, and logistics services.

According to the Hai Phong Economic Zone Authority, the city’s industrial parks and economic zones currently host 1,357 projects with total investment reaching 63.3 billion USD, of which FDI accounts for 42.2 billion USD across more than 1,000 projects.
In the first seven months of 2025, industrial parks and economic zones attracted 1.68 billion USD in FDI, placing Hai Phong among the leading localities nationwide in FDI attraction.
These results stem not only from expanding international partnerships but also from significant improvements to the investment and business environment. The city consistently applies a “one-stop, on-site” mechanism, shortens project appraisal and approval times, and invests in synchronized infrastructure in transportation, seaports, electricity, water, and logistics to meet the stringent requirements of investors.
These achievements demonstrate the clear effectiveness of the city’s proactive, focused, and targeted investment promotion strategy maintained over recent years. In addition to increasing both the scale and quality of foreign investment inflows, new and expanded projects are directed toward high-tech industries and environmentally friendly, green production, in line with Hai Phong’s sustainable development orientation.
