Hai Phong commissions top talents to drive breakthrough growth

Hai Phong's new commissioning mechanism for top talents is designed to attract experts, harness intellectual resources, and accelerate rapid and sustainable development.

On June 11, the Hai Phong People's Committee, in coordination with the Vietnam Academy of Social Sciences, organized a scientific conference titled “Socio-economic development driven by science, technology, and innovation: Theory, practice, and Hai Phong's experience.”

A catalyst for growth

As northern Vietnam's leading industrial and port city, Hai Phong has become a major destination for foreign direct investment (FDI). The city currently has 1,853 active FDI projects with a combined registered capital of approximately USD 54 billion.

In the first six months of 2026, Hai Phong's GRDP grew by an estimated 11.33%, the highest first-half growth rate in the past five years. During the same period, the city attracted an estimated USD 3.1 billion in FDI, equivalent to 82% of its annual target and up 75% year on year.

Against this backdrop, the city's policy on attracting and making effective use of top talents is viewed as a strategic step to strengthen its pool of high-quality human resources during a period of accelerated development.

According to Pham Van Thep, member of the Standing Committee of the city Party Committee and Head of the city Economic Zone Authority, the development of economic zones and next-generation free trade zones has created strong demand for highly qualified professionals, particularly experts in technology, manufacturing management, logistics, automation, and digital transformation.

Large-scale projects require not only investors but also highly capable professionals who can operate advanced systems, drive innovation, and create added value. The commissioning mechanism for managers and high-caliber experts will help the city attract top talents, leverage their expertise and experience, and contribute to its goal of becoming a dynamic and modern city.

A practical mechanism

At its 32nd session in late 2025, the 16th Hai Phong People's Council adopted a resolution on policies to attract and make effective use of talented individuals and high-quality human resources through 2030, with a vision toward 2050.

A key feature of the resolution is the introduction, for the first time, of a commissioning mechanism that enables the city to engage experts, scientists, individuals with exceptional talents, managers, and highly qualified professionals from across Vietnam who are working in different sectors, regions, and localities to directly undertake key tasks, programs, and projects supporting the city's socio-economic development.

The policy extends beyond public officials and civil servants to include outstanding professionals working in different sectors, localities, and countries who possess exceptional capabilities, extensive practical experience, and the ability to create new value for the city.

Another notable provision of the resolution is the contractual compensation policy for experts, scientists, talented individuals, managers, and highly qualified professionals.

Beyond financial compensation, the city also pays close attention to working and living conditions. Experts and scientists who need housing but cannot be provided with official accommodation by their agencies or organizations will receive rental support throughout the period of their assignments.

According to Pham Quang Viet, Vice Chairman of the Hai Phong Association for Industrial Development Support, proactively creating a "red carpet" policy for top talents is a necessary step for the city at this stage of development. When highly capable individuals are given the opportunity to fully realize their potential, innovative ideas can be transformed into products, technologies, and practical value, providing a powerful driving force for Hai Phong to achieve its goal of becoming a dynamic, modern city with a leading position in the region.
