The regulation on managing foreign workers in Hai Phong city needs to clarify content, specify principles, and detail coordination methods. This will create a legal framework for coordination among city departments and agencies; strengthen and clarify the role of commune-level People's Committees in managing foreign workers. This is the fundamental condition to build processes for receiving and handling administrative procedures related to foreign workers, ensuring unity, decentralization, authorization, science, and tightness, while enhancing supervision mechanisms and promoting legal compliance by foreign workers.
