From shortening administrative processing time to proactively engaging in dialogue and resolving difficulties for enterprises and business households, commune-level authorities in Hai Phong are gradually improving the investment and business environment.

Facilitation through practical actions
Since early 2026, Hung Dao Ward has reduced the processing time for business household certification from three days to just one to one and a half days, helping residents save time and avoid additional costs. In the first nine months of 2026, the ward saw 70 newly established enterprises, exceeding its full-year target by more than 40%.
In Duong Kinh Ward, the “Friendly Government Thursday” initiative was launched in April 2026. On September 3, the Ward Public Administrative Service Center received, processed and returned four business registration applications on the same day.
Nguyen Van Chung, Director of the Ward Public Administrative Service Center, said the initiative focuses on completing procedures on the same day for birth registration, issuance of copies of civil status extracts and business household registration. This approach helps save time and improve the sense of responsibility and service attitude among officials and civil servants. In business registration alone, the ward has issued registration certificates for nearly 100 business households.
Beyond shortening administrative processing time, many localities are proactively monitoring production and business activities and supporting enterprises. Nhi Chieu Ward currently has 470 companies, along with 604 business households. The business sector contributes approximately 90% of local budget revenue and around 75% of the revenue allocated to the ward's budget.
Putting businesses at the center of service
To bring tangible improvements to the business environment, the city has assessed administrative performance through the Department and Commune Competitiveness Index (DCCI).

Alongside these assessments, the city continued to cut administrative processing time by 50% compared with current regulations in specialized fields, upgraded public service infrastructure and increased capacity for receiving electronic applications, particularly for procedures requiring extensive documentation.
According to Nguyen Trung Tuyen, Vice Chairman of the Hai Phong Association for Industrial Development Support, a transparent investment environment, faster procedures and support from authorities help businesses reduce costs, improve competitiveness and build confidence to expand investment. Enterprises and business households expect the DCCI to objectively reflect the views of the business community and contribute to better administrative performance.
Le Trung Kien, Vice Chairman of the City People's Committee, has recently issued a document urging departments, agencies and commune-level People's Committees to take decisive action to improve the investment and business environment. The city will continue to reduce administrative processing time by 50%, upgrade public service infrastructure and increase capacity for handling electronic applications to prevent system overload. Agencies are also required to make full use of the AI virtual assistant on the city's portal to provide support and resolve businesses' questions and obstacles.
From shortening administrative processing time to proactively engaging in dialogue and resolving problems, local authorities are gradually linking administrative reform with economic development.
Together with coordinated measures of the city, greater transparency, reduced compliance time and costs, and timely responses to concerns will help unlock resources, strengthen competitiveness and drive the city's economic growth.
