During the first months of 2026, local authorities have stepped up dialogue with businesses, promptly addressing challenges and removing obstacles to create a more favorable environment for production and business activities to grow.
Mr. Nguyen Si Tinh, Chairman of the Thien Huong Ward Business Association, highly appreciated the effectiveness of the dialogue sessions and the local government's close support for the business community. According to Mr. Tinh, the ward authorities have consistently taken a proactive approach to monitoring business operations, assisting with administrative procedures, disseminating new policies, and promptly receiving and resolving emerging issues, thereby creating favorable conditions for enterprises and household businesses to expand production.
Most recently, immediately following the dialogue with businesses, cooperatives, and household businesses held in late June 2026, a long-standing issue concerning the disposal of industrial waste generated by local cast-iron foundries was successfully resolved.
Earlier, after residents raised concerns in May 2026 about dust emissions from foundry operations, the ward strengthened inspections and required businesses to comply with environmental regulations on waste treatment. However, finding a qualified waste treatment provider proved difficult because the quoted treatment cost was approximately VND 1,000 per kilogram.
The People's Committee of Thien Huong Ward proactively connected the foundries with a licensed waste treatment company in the Nam Cau Kien Industrial Park. As a result, the businesses were able to secure a qualified service provider at a more reasonable cost, ensuring environmental compliance while reducing operating expenses and helping maintain stable production.
In addition, local cast-iron manufacturers proposed relocating to the Thuy Nguyen Mechanical Engineering and Foundry Industrial Cluster once the project is completed in 2027. While supporting the policy of moving industrial facilities out of residential areas, many businesses expressed their hope that the local authorities would continue working with the project developer to negotiate more affordable land rental rates, which currently range from VND 6–7 million per square meter for a 50-year lease.
Mr. Nguyen Cong Dien, Chairman of the People's Committee of Thien Huong Ward, said the ward is currently home to the Nam Cau Kien Eco-Industrial Park, two leather and footwear companies, and 326 enterprises and household businesses. These economic entities play a vital role in driving local economic growth, creating jobs, and ensuring social welfare.
By 2030, the ward aims to reach a ratio of 20 enterprises per 1,000 residents while transforming around 450 production and business establishments into formally registered enterprises. To achieve this target, the local government will continue maintaining regular dialogue with businesses, promptly addressing obstacles, and fostering a transparent and business-friendly investment environment.
On July 10, 2026, Nhi Chieu Ward also organized its first business dialogue conference of the year with enterprises, cooperatives, and household businesses. The ward is currently home to 479 enterprises, six cooperatives, and 319 household businesses, all of which make significant contributions to local economic development and employment.
During the dialogue, business representatives called for further simplification of administrative procedures, shorter processing times, clearer guidance on tax policies and regulations relating to dike management, and greater support in addressing operational challenges. Many of the issues raised were answered directly by local leaders during the conference, while matters falling under the ward's authority were committed to be resolved promptly, particularly those involving administrative procedures.
During the first seven months of 2026, many localities, including Kinh Mon and An Phong, organized similar dialogue sessions with businesses. These activities demonstrate the proactive efforts of local governments across the city to accompany and support the private sector, creating more favorable conditions for sustainable business development.
Following the implementation of the two-tier local government model, and with district-level business associations no longer in operation, many communes and wards have proactively established commune-level business associations to bring together local enterprises, cooperatives, and household businesses. These organizations have helped strengthen cooperation and communication between local authorities and the business community.
Notable examples include Do Son, Thien Huong, Le Thanh Nghi, Kinh Mon, Nhi Chieu, and Pham Su Manh communes and wards. Many of these localities have organized regular business dialogue sessions to listen to enterprises, exchange views, and promptly address difficulties and challenges arising during business operations.
According to Mr. Nguyen Ngoc Tu, Secretary General of the City Business Association, the association plans to encourage localities in August to accelerate the establishment of commune-level business associations. These associations will also be encouraged to register as affiliated chapters or collective members of the City Business Association, depending on their needs. Through this network, the association aims to work closely with grassroots organizations and ensure that the voice of the business community is effectively conveyed to local and city authorities.
Experience has shown that when local governments proactively listen to businesses and promptly resolve practical challenges, enterprises gain greater confidence to expand production and make long-term investments. This also provides a solid foundation for the private sector to grow, contributing more significantly to economic growth, job creation, and state budget revenues.
However, amid continuing challenges in both the global and domestic economies, the business community—particularly small and medium-sized enterprises (SMEs) in communes, wards, and special administrative zones—still requires stronger and more sustained support from local authorities.
According to Mr. Mai Trong Nghia, Chairman of the Nhi Chieu Ward Business Association, businesses need more than supportive policies; they also require the government's ongoing engagement. Enterprises hope that dialogue sessions will be held regularly, or even organized by industry sector or on an individual business basis, so that outstanding issues can be resolved promptly and comprehensively, creating favorable conditions for sustainable development.
According to the Hai Phong People's Committee's socio-economic development report for the first six months of 2026, the total investment capital realized in the city reached VND 158.516 trillion, up 14% year on year and equivalent to 43.7% of the annual target.
Private-sector investment totaled VND 68.438 trillion, representing a year-on-year increase of 10.5%. During the same period, 4,882 new enterprises were established across the city, an increase of more than 7% compared with the first half of 2025.
