From families and clans to agencies and businesses, education promotion models are helping spread a love of learning and build a learning society in Hai Phong.

Promoting a tradition of learning in families and clans
After retiring, Nguyen Thi Nghi in Ngo Quyen Ward continued to actively participate in local activities, connect with benefactors, and mobilize resources to support students facing difficult circumstances. Through practical initiatives, she has steadily encouraged education and talent in the community.
“I hope that children facing difficulties can continue attending school, have the conditions they need to study, and improve their lives. When everyone contributes and joins hands to care for and encourage these children, the education and talent promotion movement will spread further,” said Nghi.
In recognition of her practical contributions, Nghi was among 10 outstanding groups and individuals honored nationwide for their efforts in learning promotion. Recently, her family has also received a certificate of merit from the Vietnam Association for Promoting Education for the 2021 – 2025 period.
In Lac Duc Hamlet, Dai Son Commune, educator Pham Van Dam places great emphasis on cultivating a learning tradition within his family. He maintains a family education fund of VND 20 million to reward and encourage his children and grandchildren for their academic progress.
In August 1996, Dam and other elders mobilized families in the Pham Dinh clan to establish an education promotion committee and a shared fund. Over the past 30 years, the fund has been maintained, with annual allocations to reward and support students. The annual Education Promotion Day has also become an occasion to recognize the efforts of younger generations and encourage them to uphold the tradition of learning.
Through practical efforts by individual families and clans, studiousness is nurtured and spread throughout the community. This provides a foundation for making learning a regular part of everyone's life, promoting lifelong learning and building a learning society.
Expanding education promotion movement toward building a learning city

From families and clans, education and talent promotion activities are expanding to agencies, businesses, and communities. Many organizations reward employees' children for good academic achievements, support children in difficult circumstances, and organize activities to care for young people.
Education promotion activities at Pha Lai Thermal Power JSC are maintained regularly. In the 2025 – 2026 academic year, 342 children of the company's employees achieved outstanding results in their studies and in cultural, artistic, and sporting competitions. The company allocated VND 182.8 million to reward and encourage them.
Practical initiatives and activities at the grassroots level provide a foundation for expanding learning opportunities and promoting lifelong learning. Under the project “Developing Education and Training in Hai Phong City to 2030, with a Vision to 2045,” approved by the Municipal People's Committee, Hai Phong aims to meet the criteria for recognition as a provincial-level “Learning Community” in 2026, before joining UNESCO's Global Network of Learning Cities in 2027.
To achieve this goal, alongside improving educational quality, developing facilities, and accelerating digital transformation, the city needs to promote the role of families, clans, agencies, businesses, and communities in creating an environment for continuous and lifelong learning.
Nguyen Van Nhang, Member of the Standing Committee of the Hai Phong Association for Promoting Education, believes that families are where individuals first develop an awareness of the importance of learning.
When families prioritize education, clans uphold their traditions of learning, and organizations and units work together to promote education and talent, the spirit of lifelong learning will spread further.
This is an important foundation for building a learning society, expanding educational opportunities for everyone, and gradually realizing the goal of making Hai Phong a global learning city.
