First session of 16th National Assembly to open on April 6

The first session of 16th National Assembly will hold a preparatory meeting on the afternoon of April 5, officially open on the morning of April 6, and is expected to conclude on April 23 at the National Assembly Building.

Mr. Le Quang Manh, Secretary General of the National Assembly and Chairman of the National Assembly Office, announces the expected agenda for the first session of the 16th National Assembly.

On the afternoon of April 3, under the chairmanship of Mr. Le Quang Manh, the National Assembly Office of Vietnam held a press conference to provide information on the proposed program for the first session of the 16th National Assembly.

According to Secretary-General Le Quang Manh, the first session is the opening session of the 16th National Assembly. This is a particularly important session that will decide many key issues. Therefore, preparations to ensure the session’s operations—such as security, logistics, protocol, and healthcare—have been carried out carefully with special attention.

Providing further information about the session, Mr. Nguyen Van Hien, Vice Chairman of the National Assembly Office, said that the first session will hold a preparatory meeting on the afternoon of April 5, 2026, officially open on the morning of April 6, 2026, and is expected to close on April 23, 2026 at the National Assembly Building in Hanoi.

The session is expected to last about 11 working days, divided into two phases: Phase 1: April 6 – April 12, 2026; Phase 2: April 20 – April 23, 2026. Reserve days are scheduled for April 24 and April 25, 2026.

According to Ms. Ta Thi Yen, at this session the National Assembly of Vietnam will consider and decide on organizational and personnel matters, including determining the number of Vice Chairpersons of the National Assembly and members of the National Assembly Standing Committee; electing the Chairperson and Vice Chairpersons of the National Assembly and members of the Standing Committee based on the nomination of the Standing Committee of the 15th National Assembly; and electing the Chairperson of the Ethnic Council, heads of National Assembly committees, the State Auditor General, and the Secretary-General of the National Assembly who concurrently serves as Chairman of the National Assembly Office.

The National Assembly will also elect the President of the State upon the nomination of the Standing Committee of the National Assembly; decide on the organizational structure of the Government for the 16th National Assembly term based on the proposal of the Government of the 15th term; elect the Prime Minister upon the nomination of the President; and elect the Vice President, the Chief Justice of the Supreme People’s Court, and the Procurator General of the Supreme People’s Procuracy upon the nomination of the President.

In addition, the National Assembly will decide on the number of members of the Government for the 16th National Assembly term upon the proposal of the Prime Minister; approve the Chief Justice’s proposal for the appointment of judges of the Supreme People’s Court; approve the Prime Minister’s proposal for the appointment of Deputy Prime Ministers, ministers, and other members of the Government; and approve the list of members of the National Defence and Security Council upon the proposal of the President.

Regarding legislative work, the National Assembly will consider and adopt eight draft laws and one resolution, including: the amended Law on Civil Status, the amended Law on the Capital (under a shortened legislative procedure), the amended Law on Access to Information, the amended Law on Belief and Religion, amendments to several articles of the Law on Notarization, amendments to several articles of the Law on Representative Offices of the Socialist Republic of Vietnam Abroad, amendments to several articles of the Law on Legal Aid, amendments to several articles of the Law on Emulation and Commendation, and a National Assembly Resolution on coordination mechanisms and special policies to improve the effectiveness of preventing and resolving international investment disputes (also under a shortened procedure).

At the same session, the National Assembly will consider and decide on socio-economic, financial, budgetary, supervisory, and other important issues. These include reviewing the supplementary assessment report on the implementation of the 2025 socio-economic development plan and the situation of implementing the 2026 socio-economic development plan in the first months of the year. It will also review and adopt the five-year socio-economic development plan for the 2026–2030 period.

The National Assembly will examine the supplementary report on the implementation of the 2025 State budget and the budget situation in the first months of 2026; adopt the national five-year financial plan for 2026–2030 and the public debt borrowing and repayment plan for 2026–2030; and approve the medium-term public investment plan for the 2026–2030 period.

In addition, the National Assembly will approve the final settlement of the 2024 State budget, review reports on the implementation of thrift practices and anti-waste measures in 2025, and consider a report on the implementation of the national gender equality goals in 2025.

The National Assembly will also hear the Vietnam Fatherland Front present a consolidated report on voters’ opinions and recommendations submitted to the first session of the 16th National Assembly. It will review the report of the National Assembly Standing Committee on the supervision of the settlement of voters’ petitions submitted to the 10th session of the 15th National Assembly.

Furthermore, the National Assembly will consider and adopt resolutions on the National Assembly’s supervisory program for 2027 and on the establishment of a thematic supervisory delegation for 2027. The Standing Committee will report and seek opinions on the plan to implement the conclusion of the Communist Party of Vietnam Politburo regarding legislative orientation for the 16th National Assembly term.

Finally, the National Assembly will adopt the Resolution of the First Session of the 16th National Assembly and decide on other matters within its authority.

Up to this point, most of the contents of the First Session of the 16th National Assembly have been reviewed and commented on by the National Assembly Standing Committee.

Regarding the official documents sent to National Assembly deputies, as of April 2, 2026, the National Assembly Office had received 6 out of 9 legislative dossiers, 2 dossiers related to socio-economic, financial, budgetary, supervisory matters and other important issues, and 17 sets of documents under 9 groups of topics prepared by relevant agencies for deputies to study.

The National Assembly Office is continuing to update the progress of document submissions from relevant agencies in order to provide them to deputies for review prior to the opening of the session.

According to the tentative agenda, during this session the National Assembly will consider and decide on organizational and personnel matters, 8 draft laws and 1 legal resolution, 5 groups of issues related to socio-economic development, finance, the state budget, supervision, and other important matters, while 9 additional groups of reports will be submitted by relevant agencies for National Assembly deputies to review.
