The Hai Phong Confederation of Labor is stepping up digital transformation, putting union members and workers at the center, data at the foundation, and technology at the core of efforts to improve the quality of services.

Digital services for workers
With just a few taps on a mobile phone via the ‘Huong Cong – Hai Phong Trade Union’ app, Mr. Lo Van Phong, a worker at Horn Vietnam Co., Ltd. in An Duong Industrial Park, completed the procedures to borrow VND 8 million from an emergency loan package offered by the Fund for Supporting Poor Workers, Civil Servants and Employees under the Hai Phong Confederation of Labor. He said the procedure was quick and simple, with the loan disbursed within just a few hours.
Since 2025, thousands of workers in the city have gained access to the emergency loan feature on the ‘Huong Cong – Hai Phong Trade Union’ app. To date, 1,282 loans totaling VND 8.5 billion have been provided.
Beyond financial support, the app is gradually becoming a ‘digital bridge’ connecting the Trade Union with its members. Launched in 2022, the app now has 648,236 accounts and manages 651,030 records of union members and workers. Since the beginning of 2026, it has recorded approximately 15,200 logins and uses.

The app integrates a wide range of useful features, including union member information management, online learning, multiple-choice tests, vouchers, service tickets and support programs. During the 2024–2026 period, 13,100 Trade Union Tet Market vouchers, worth approximately VND 2.62 billion in total, were distributed to workers through the app. In 2026 alone, the app provided 7,500 free swimming tickets for union members.
From management to services in the digital environment
Digital transformation is gradually changing the way the Trade Union operations, starting at the grassroots level. Chairwoman of the Trade Union of LiteOn Vietnam Co., Ltd. at VSIP Hai Phong Industrial Park Tran Thi Luong said the use of technology has enabled workers’ concerns and recommendations to reach the Trade Union and company leaders more quickly, while also making it easier for union members to access welfare programs and trade union activities.

At the city level, digital transformation is gradually changing the way the Trade Union conducts communications and educational activities. In 2026, an online contest on policies and laws for union members and workers attracted 26,501 contestants, with 64,339 entries submitted.
Digital transformation is also being accelerated in the management, administration and delivery of services to union members and workers. Currently, 100% of trade union officials use electronic document management and administration software. A total of 3,653 incoming and outgoing documents have been processed electronically, with digital signatures used in 90% of cases.
According to Director of the Legal Consultancy and Worker Support Center under the Hai Phong Confederation of Labor Pham Thi Xuan Quyen, a key feature of Hai Phong’s trade union digital transformation is the gradual development of a chain-based digital transformation model. Under this approach, digital transformation is not limited to digitizing internal operations but is aimed at building an integrated ecosystem.
As trade union activities move into the digital environment, the benefits of digital transformation are being delivered directly to union members and workers, particularly those working and living in industrial parks and workers’ rental housing areas.
