Growing demand for housing is driving Hai Phong to accelerate social housing development. The city is working to resolve bottlenecks, speed up projects and gradually increase supply to meet workers' housing needs.
In late August, construction was in full swing at the Tan Phu Hung social housing project in Tan Hung Ward. Five 15-storey apartment buildings with 1,479 units are being completed, along with technical infrastructure and supporting facilities. The entire project is scheduled for completion and handover in the second quarter of 2027. However, given the current pace of construction, the developer aims to complete the project two to three months ahead of schedule.
In Mao Dien Commune, another large-scale social housing project is also making progress. Building CT1, comprising 396 apartments, has been certified as eligible for sale. In July 2026, the Department of Construction certified a further 298 apartments in Building CT2 as eligible for sale after reviewing project documents and inspecting the construction site. Building CT2 has completed its underground structure and undergone an inspection as part of the construction acceptance process.
Nguyen Anh Tuan, sales director of Nam Do Real Estate Development Investment JSC, the project's developer, said: “Construction of the social housing project in Mao Dien Commune is being accelerated to ensure the project stays on schedule. The developer aims to hand over Building CT4 before the 2027 Lunar New Year and complete the entire project by June 2027, about six months earlier than initial plan.”
According to the Department of Construction, the city completed 864 social housing units in the second quarter of 2026, exceeding the target under the scenario by 395 units. In the first six months of the year, the city completed 1,383 units, nearly 400 more than the set target. The result was mainly due to faster construction at several projects, while bottlenecks arising during implementation were also addressed.
In 2026, the government has assigned Hai Phong a target of completing 6,700 social housing units under Resolution No. 07/NQ-CP dated Jan. 12, 2026. The city has set a target of completing more than 7,000 units. This is a demanding goal, particularly as much of the remaining workload is concentrated in the final months of the year.
To hit the target, the city identified accelerating social housing development as a priority from the beginning of the year. The Hai Phong People's Committee has urged departments, agencies and local authorities to review each project and each task, and urgently complete investment, land and construction procedures for projects whose developers have already been selected, creating favourable conditions for construction to begin as soon as possible.
Nguyen Hoang Long, deputy director of the Hai Phong Department of Construction, said that to meet the target of more than 7,000 units this year, the construction sector is reviewing the progress of each project. Obstacles arising during implementation are being compiled and addressed in coordination with relevant departments, agencies and local authorities. The aim is to closely monitor each project, keep track of progress and promptly advise the city on issues beyond the authority of project developers.
Securing land, selecting capable investors, streamlining procedures and developing infrastructure will be key to getting these projects off the ground. Resolving bottlenecks early will help boost social housing supply and make more homes available to workers, meeting growing housing demand in the rapidly developing city.
