Building a 'Three-Good' social housing model

Hai Phong is developing a social housing model based on the principles of "Fairness – Humanity – Solidarity," with three core criteria: good location, good quality, and affordable prices.

The General Warehouse No. 3 Lac Vien Project has been comprehensively developed with modern technical infrastructure, green spaces, community facilities, parking areas, and essential amenities to meet the three key criteria of good location, good quality, and affordable pricing.

A new approach to social housing development

After several months of construction, four of the ten apartment buildings in the General Warehouse No. 3 Lac Vien Social Housing Project are gradually nearing completion.

Once the project is finished, Ms. Nguyen Thi Hong, a worker at the VSIP Hai Phong Industrial Park, and her family will move into their new home. Ms. Hong shared that she and her husband are both factory workers who have spent many years renting a small room at a monthly cost of nearly VND 3 million, including rent and utility bills. "Owning a social housing apartment close to our workplace gives us peace of mind and allows us to settle here for the long term. Most importantly, our children will have a stable home and a better living environment," she said.

Developers have also begun adopting a new mindset toward social housing projects. According to Mr. Tran Dinh Hai, a representative of Thai Holding JSC, the developer of the General Warehouse No. 3 Lac Vien Social Housing Project, the development covers nearly 17 hectares and consists of 10 residential towers, each 15 stories high, providing a total of 4,448 apartments.

From the initial design stage, the developer has aimed to create a fully integrated residential community with modern infrastructure, landscaped green areas, community spaces, parking facilities, and essential public amenities. "Our philosophy is that social housing should meet the long-term living needs of residents. We want to gradually change the perception that social housing is synonymous with low-quality housing," Mr. Hai said.

Hai Phong is currently implementing 67 social housing projects with a total capacity of more than 85,000 apartments. During the 2021–2030 period, the city expects to complete approximately 73,500 apartments, exceeding the target assigned by the Government by about 140%. While the primary objective in the past was simply to provide housing, the city now aims to ensure the right to adequate housing while improving residents' overall quality of life.

The social housing project in Mao Dien Commune includes an underground parking garage, providing greater convenience for residents.

According to the "Hai Phong Socialist Social Housing Model: Fairness – Humanity – Solidarity" initiative, the city is implementing five groups of solutions: renovating and replacing deteriorated old apartment buildings; developing rental housing linked to the local housing fund; exceeding the targets for social housing development while reforming administrative procedures; diversifying affordable commercial housing; and strengthening the State's regulatory role to gradually eliminate the perception that social housing is low-quality housing.

Mr. Nguyen Trung Dung, Deputy Head of the Housing and Real Estate Market Management Division under the Department of Construction, said the city is developing its social housing model based on three pillars: good location, good quality, and affordable pricing. "We are concerned not only with how many apartments are built, but also with whether people can access them, whether they are convenient to live in, and whether the buildings can maintain their quality over the long term," Mr. Dung emphasized.

To ensure transparent access to social housing, the Department of Construction has issued a procedural handbook, established a dedicated task force to assist with application documents, publicly disclosed project information, sales eligibility requirements, and the lists of eligible buyers and lease-purchase applicants on the city's official online portal, and maintained a hotline to receive public feedback. The city has also expanded eligibility for social housing policies to include people who already own homes but live far from their workplaces, creating opportunities for workers with genuine housing needs to access suitable housing.

Expanding opportunities for stable housing

The quality of social housing is being given significant attention, providing homebuyers with greater confidence and peace of mind.

To further realize the "Three-Good" social housing model, the city is not only expanding housing for sale but also placing strong emphasis on the development of rental housing, creating more opportunities for low-income residents to secure stable accommodation.

According to the city's plan, approximately 19,500 rental housing units will be developed during the 2026–2030 period. Of these, around 9,500 units will be created by supporting households and individuals in upgrading rental accommodations to meet prescribed standards, while approximately 10,000 units will be developed through social housing projects, worker accommodation projects, and housing stock invested in or acquired by the State.

For the housing stock financed by the State, the city plans to use the Local Housing Fund to purchase a portion of apartments in social housing projects and invest in the construction of rental housing. Rental rates will be determined based on the principle of capital preservation while remaining affordable for low-income households. The minimum capital recovery period will be 20 years, helping to reduce the financial burden of rent on tenants.

Hai Phong also encourages businesses to develop worker accommodation in connection with industrial parks and provides credit and infrastructure support to households investing in rental housing that meets standards for floor area, technical infrastructure, and fire prevention and firefighting safety.

The development of social housing not only addresses the need for stable housing but also helps retain workers, enhances the city's competitiveness in attracting investment, and supports the development of a modern industrial urban center.

From its goal of delivering tens of thousands of housing units to reshaping the approach to social housing development, Hai Phong is gradually demonstrating that social housing is not merely a social welfare policy but also a vital component of its long-term sustainable urban development strategy.
