The circular digitalization challenge
Speaking at a high-level discussion session at the forum, Dr. Han Minh Cuong, Director of the Institute of Science and Technology for Construction AIST in Hanoi, said Hai Phong is emerging as an investment hub with northern Vietnam's largest seaport infrastructure system and a modern industrial park network. However, requirements to protect resources, improve energy efficiency and control emissions require the city to adopt new management approaches.
This shift not only addresses environmental challenges but also creates practical competitive advantages for businesses operating in the city. As sustainability standards increasingly become an important benchmark in international trade, digitizing production processes enables businesses in Hai Phong to proactively monitor emissions, improve transparency over the origins of raw materials and meet stringent standards in global markets. This is a prerequisite for the city to enhance its investment appeal and achieve comprehensive and sustainable development.
Amid deeper integration into the global economy, Hai Phong has officially been ranked first nationwide in the FTA Index, which assesses the implementation of free trade agreements, scoring 35.62 out of 40 points and becoming the only locality classified in the highest-performing category. The city currently has 46 fully developed industrial parks and economic zones covering more than 13,000 hectares, as well as three major economic zones: Dinh Vu - Cat Hai Economic Zone (22,540 hectares), Southern Hai Phong Coastal Economic Zone (20,000 hectares) and Hai Phong Specialized Economic Zone (5,300 hectares).
The city is also actively pursuing a target of raising the digital economy's share of gross regional domestic product to more than 35% by 2030, while aiming to have at least half of its industrial parks converted to the eco-industrial model by 2030 and reduce greenhouse gas emissions in line with the national roadmap.
Sustainable development direction
Hai Phong is accelerating pilot conversions and the development of eco-industrial park models such as Nam Cau Kien Industrial Park and Dinh Vu Industrial Park (DEEP C), while attracting electronics and digital technology groups. According to a report by the city People's Committee, major companies including LG Electronics, Fuji Xerox, Haengsung Electronics and Vingroup have been operating effectively in ICT and the digital economy, making significant contributions to the city's economic development.
Tran Van Thanh, Director of the Digital Transformation Project at VNPT Hai Phong, said the use of digital platforms to manage supply chains had helped significantly reduce operating costs, lower fuel consumption and strictly monitor environmental standards. Technology not only improves productivity but also helps businesses gain easier access to major export markets that require stringent environmental and social certifications.
In response to requirements for high-speed telecommunications infrastructure and investment resources for manufacturing businesses, city leaders have issued close guidance. Speaking at investment promotion conferences, Le Trung Kien, Vice Chairman of the Hai Phong People's Committee, stressed that Hai Phong was mobilizing all available resources to complete its digital ecosystem, improve the investment environment and establish support mechanisms for clean energy and circular economy projects, creating new space for the city's development in the coming period.
From a broader strategic perspective, Nguyen Duc Hien, Deputy Head of the Central Policy and Strategy Department, outlined key tasks and solutions to promote the next generation of industrial park models. This includes further institutional breakthroughs and reorganizing industrial development space around an ecosystem-based and regional-linkage approach.
The city should accelerate the transition to eco-industrial, smart, green, circular and low-carbon industrial park models. It should develop modern industrial park governance based on data, artificial intelligence and digital technologies. At the same time, it should renew its investment attraction strategy and mobilize green finance to encourage businesses to take the lead in clean production.
