To meet the increasing demands in the new phase, Hai Phong City is focusing on resolving the human resource bottleneck.

Recently, the Hai Phong Economic Zone Authority conducted a working trip to Son La Province to survey and grasp the actual situation of human resources, employment, and labor, serving the orientation for attracting and connecting human resources to industrial parks and economic zones in the city.
Based on discussions with the Son La Industrial Parks Authority, Son La College, and local authorities in several communes, representatives agreed to organize job fairs in Son La Province right after Tet holiday 2026.
Over the past time, one of the clear "bottlenecks" in the city's economic development has been the shortage of labor, especially high-quality human resources. According to statistics, in 2025, the entire city had over 97,000 graduates and trainees, with elementary and short-term training levels accounting for nearly 80%, while the number of workers with university degrees or higher remains modest. This structure is not yet commensurate with the development requirements of an industrial, logistics, and high-tech center forwards new sectors such as semiconductors, artificial intelligence (AI), and digital industry.
In fact, the city has an important ‘policy framework’ with resolutions from the People's Council on training to improve human resource quality; attracting and utilizing talents; and developing human resources in the semiconductor and artificial intelligence sectors.
Besides, industrial park infrastructure investors are required to strictly fulfill commitments to build workers’ housing and social housing in parallel with industrial park development. This is not only enterprises' social responsibility but also a key condition for Hai Phong to truly become a place for settlement, attracting and retaining human resources in the long term.
