Le Anh Quan, Member of the Standing Committee of the Hai Phong Party Committee and Standing Vice Chairman of the City People's Committee, inspected and heard a report on the development of social housing, housing for workers, rental housing and the renovation of old apartment buildings across the city on November 2.

During visits to several social housing projects and a rental housing project site in Dong Hai Ward, followed by a meeting with relevant departments, agencies and local authorities, Quan acknowledged their efforts to attract investment and implement social housing projects.

The units were asked to clarify the causes of and responsibilities for obstacles and focus on resolving those at each project to ensure that the city's 2026 targets are met. Investors must mobilize maximum financial resources, manpower, materials and equipment, and take advantage of favorable weather conditions in the final months of the year to accelerate construction. Each project must have a detailed implementation schedule, with clear commitments on completion and handover deadlines.

Investors must proactively coordinate with the Department of Construction to address emerging difficulties and carry out administrative procedures in parallel, where permitted by regulations, to make up for time lost due to delayed construction starts.

The city will take firm action against violations and consider revoking projects in accordance with regulations if investors deliberately fail to act or allow prolonged delays without justifiable reasons.

Local authorities must focus on site clearance and promptly hand over land to investors. They must also review available land reserves and accelerate the relocation and resettlement of residents living in deteriorating old apartment buildings.

According to the Department of Construction, Hai Phong has 67 social housing projects that have been or are being implemented, with a total planned capacity of 83,903 apartments, including 9,905 rental units.

In the first ten months of 2026, the city completed 3,482 apartments, equivalent to 48.8% of its annual target. With a series of projects expected to be completed in the final two months of the year, Hai Phong is still projected to deliver 7,160 apartments in 2026 as a whole, exceeding its target.
