Hai Phong is stepping up the implementation of projects, aiming to complete 7,135 social housing units in 2026.

Prioritizing projects likely to be completed
Hai Phong has set a target of completing 7,135 social housing units in 2026, exceeding the quota assigned by the Government by 435 units.
According to the list of projects expected to deliver units this year, supply is concentrated in eight projects. The Trang Cat social housing complex is expected to contribute 1,700 units; the worker accommodation project at An Phat 1 Industrial Park, 1,447 units; the Tan Truong social housing project, 1,388 units; and the Cau Rao 2 urban area, 940 units. The remaining projects include Cam Dien-Luong Dien, social housing on the 20% land fund in Dong Hoa, the project at No. 29, Alley 243, Hoang Quoc Viet Street, and the Toan Thang social housing project.
Following a review, the total number of units expected to be completed reached 7,160, exceeding the city’s target by 25 units.

The narrow margin between the projected supply and the target highlights the need to closely monitor every project. Projects with the potential to exceed their targets should receive timely support, while delayed projects must clearly identify the remaining workload, causes of delays and responsibility for resolving them. The Ministry of Construction has asked the city to closely update project progress, strengthen monitoring, support investors and develop specific solutions for projects that fail to meet requirements.
During this final push, construction progress must go hand in hand with infrastructure completion and preparations for putting buildings into use. Once the main structures are completed, work must continue in a coordinated manner on electricity, water supply, fire prevention and firefighting, and other facilities needed for daily life.
Protecting buyers’ interests
Alongside efforts to accelerate project completion, information on selling prices continues to be made public. On October 19, the Department of Construction announced provisional selling prices for the social housing project in the new residential area of Cam Dien-Luong Dien Commune, now part of Mao Dien Commune, developed by SKLAND Investment JSC.

The project has 672 apartments for sale. The provisional average selling price is nearly VND 19 million/ m2, inclusive of value-added tax but excluding apartment building maintenance fees. The investor approves the selling price of each apartment separately.
If the price determined after auditing, final settlement and inspection is higher than the contract price, the investor may not collect the difference from buyers. If it is lower, the difference must be refunded. Information about the project, selling prices and the application reception schedule must be made public at least 30 days before applications are accepted.
Publishing prices helps prospective buyers plan their finances and choose an apartment. However, provisional selling prices should be considered alongside construction progress, handover schedules and related costs to ensure buyers have sufficient information before making a decision.
The Municipal People’s Committee has instructed the Department of Construction to regularly publish material prices that reflect actual market conditions and review social housing land allocated to projects facing implementation delays.
The city plans to adjust building heights at eight social housing projects: Trang Cat, Bac Song Cam, Hoa Dong, Hong Phong, Dong Thai-An Dong, Hai Phong, An Hai and Nam Son; reduce construction density; and increase green spaces, parking areas and technical infrastructure.
The target of building 7,135 social housing units has entered a decisive phase. Alongside the number of units completed, construction quality, living conditions and transparency in application assessments and sales must also be ensured so that workers can secure stable housing as soon as possible.
