Hai Phong is preparing to invest in the renovation and upgrading of National Highway 37, from its intersection with National Highway 18 to the boundary with Bac Ninh, to strengthen regional connectivity.

Awaiting a new look
The section of National Highway 37 running through Hai Phong is nearly 80 km long and serves as an important transport link between the city, provinces in northeastern and northern mountainous regions.
The route begins at the boundary with Hung Yen (formerly Thai Binh Province) and ends at the boundary with Bac Ninh (formerly Bac Giang Province).
Most of National Highway 37’s section in Hai Phong has been renovated and upgraded. However, a section approximately 11.93 km long, running through Chu Van An and Tran Hung Dao wards to the boundary with Bac Ninh, has yet to receive coordinated investment. Meanwhile, traffic volumes continue to rise, but the road remains narrow, limiting its ability to meet transportation demand.
Since Dong Viet Bridge opened to traffic, transport links between Hai Phong, Bac Ninh and neighboring localities have improved, leading to an increase in traffic on National Highway 37 through the wards. During peak periods, vehicles sometimes build up, causing localized congestion.
Against this backdrop, the plan to study and prepare investment in the renovation and upgrading of National Highway 37 has been welcomed by local residents, who have high expectations for the project.
“Renovating and upgrading National Highway 37 will help improve traffic safety and better meet residents' travel needs. In particular, the road connects to the Con Son-Kiep Bac relic complex, which attracts large numbers of visitors, especially during holidays and festival seasons. Upgrading National Highway 37 will therefore mark a significant improvement in transport infrastructure while creating greater potential for local development,” said Nguyen Van Quang, Head of the Construction, Agriculture and Environment Division of Tran Hung Dao Ward.
Expanding connections

The project to renovate and upgrade National Highway 37, from National Highway 18 to the boundary with Bac Ninh, is currently under study and in the investment preparation stage.
Under the proposed scope, the project will begin at Km 87+403 on National Highway 37, at its intersection with National Highway 18 at Km 37+750 in Chu Van An Ward, and end at the Hai Phong-Bac Ninh boundary at Km 99+337.67 on National Highway 37 in Tran Hung Dao Ward. The total route length is approximately 11.93 km.
The renovation and upgrading of National Highway 37 comes as transport links between Hai Phong and Bac Ninh continue to strengthen. Dong Viet Bridge opened to traffic in 2025, while Kenh Vang Bridge and Cam Ly Railway Bridge are under construction. A project connecting Lach Huyen Port with Gia Binh Airport is also under study. Within this network, upgrading National Highway 37 will improve the route's capacity and better meet demand for passenger travel, freight transportation and trade.
Once comprehensively upgraded, National Highway 37 will provide better connections to industrial parks, service centers and logistics hubs, helping strengthen economic ties between Hai Phong and Bac Ninh and creating more opportunities for manufacturing, trade and services along the route.
