Strengthening unannounced inspections to prevent smuggling and counterfeit goods during the Tet holiday

The Deputy Chief of the Standing Office of the National Steering Committee 389, Tran Duc Dong, has called on Hai Phong to step up unannounced inspections and launch a peak campaign to crack down on, suppress, and prevent smuggling and counterfeit goods during the Lunar New Year.

On the afternoon of January 29, a working delegation from the Standing Office of the National Steering Committee 389, led by Deputy Chief Tran Duc Dong, held a working session with the Hai Phong City Steering Committee 389 to review the results of the peak campaign against smuggling, trade fraud, and counterfeit goods before, during, and after the 2026 Lunar New Year.

The meeting was chaired and hosted by Mr. Nguyen Hoang Long, Member of the City Party Committee, Director of the Department of Industry and Trade, and Deputy Head of the Hai Phong City Steering Committee 389.

In implementing the peak campaign against smuggling, trade fraud, and counterfeit goods before, during, and after the 2026 Lunar New Year, the Hai Phong City Steering Committee 389 clearly assigned responsibilities to departments, sectors, committee members, and commune-level People’s Committees.

From December 16, 2025 to January 23, 2026, the city’s Steering Committee 389 inspected and handled 685 cases, initiated criminal proceedings in 37 cases, prosecuted 40 suspects, and contributed VND 45.2 billion to the state budget.

At the working session, the delegation and members of the city’s Steering Committee 389 shared information and exchanged views on new methods and tactics used by violators. Notably, there has been a growing trend of exploiting e-commerce platforms, social networking sites (such as Facebook and TikTok), and express delivery services to mix in and trade in smuggled and counterfeit goods.

The situation of fraud related to imported goods documentation—such as misdeclaring product names or values to evade taxes, or taking advantage of policies allowing the import of used machinery to bring outdated equipment into the market, continues to be complex and evolving.

The Hai Phong City Steering Committee 389 pointed out several practical difficulties, such as high appraisal costs (over VND 100 million) that must go through bidding procedures, leading to prolonged investigation timelines; substantial expenses for renting warehouses to store seized goods; and a shortage of modern equipment, including container scanners.

In his concluding remarks at the working session, Mr. Tran Duc Dong, Deputy Chief of the Standing Office of the National Steering Committee 389, called on the Hai Phong City Steering Committee 389 to continue stepping up efforts to combat smuggling, trade fraud, counterfeit goods, and violations of intellectual property rights.

He emphasized a strong focus on essential goods, food products, consumer goods, and functional foods. Authorities were urged to proactively monitor the situation, forecast market fluctuations, and resolutely prevent the emergence of smuggling “hotspots.” Functional forces were instructed to urgently strengthen coordination, conduct regular surprise inspections, and launch peak campaigns to crack down on and suppress crime, thereby safeguarding the legitimate rights and interests of consumers.

Regarding recommendations on legal framework improvements and investment in equipment, the delegation acknowledged these proposals and will consolidate them for reporting to the central authorities for consideration and resolution.
