Storm Narra approaches Hai Phong, about 140 km from Bach Long Vi Special Zone

Storm Narra is moving over the waters off Quang Ninh and Hai Phong, bringing strong winds and forecast to produce moderate to heavy rain across Hai Phong through the night of August 24.

According to the Hai Phong Hydrometeorological Station, at 7 am on August 22, the center of Narra, the 4th storm to hit Vietnam this year, was located at approximately 21.3°N and 108.2°E over the waters off Quang Ninh and Hai Phong, about 140 km north-northeast of Bach Long Vi Special Zone. Maximum sustained winds near the storm's center reached force 8, with gusts up to force 10. The storm was moving westward at about 5 km/h.

Under the storm's influence, Bach Long Vi Special Zone has recorded force 8 winds with gusts reaching force 9.

At sea, the Gulf of Tonkin, including Bach Long Vi Special Zone, Cat Hai, and Hon Dau Island, experienced force 6 – 7 winds, increasing to force 8 near the storm's center with gusts up to force 10. Waves were 2 – 4 m high, and seas were rough.

Coastal wards including Hai An, Dong Hai, Nam Trieu, Do Son, Nam Do Son, and Duong Kinh, along with Chan Hung, Hung Thang, and Kien Hai communes, recorded force 5 – 6 winds with gusts of force 8 – 9.

On land, northeastern and southeastern communes and wards of the city experienced force 4 – 5 winds with gusts of force 6 – 7. Strong winds may damage roofs, temporary structures, trees, and billboards, while disrupting power, telecommunications, and transportation. High waves combined with storm surge may also cause localized flooding in river mouths, tidal flats, and low-lying areas.

From the morning of August 22 through the night of August 24, Hai Phong is forecast to receive moderate to heavy rain, with isolated downpours and thunderstorms. Total rainfall is predicted to range from 100 – 250 mm, with some locations exceeding 300 mm. Residents should remain alert for tornadoes, lightning, and strong wind gusts during thunderstorms.

Heavy rainfall may cause flooding in residential areas, urban districts, and low-lying zones, as well as landslides on steep terrain. Thunderstorms accompanied by tornadoes, lightning, hail, and strong gusts may topple trees, damage homes and infrastructure, and disrupt transportation.

The meteorological authority has issued a Level 3 natural disaster risk warning for the storm and a Level 1 warning for heavy rainfall.
