Le Ngoc Chau, member of the Communist Party of Vietnam's Central Committee, Secretary of the Hai Phong Party Committee and Head of the Hai Phong National Assembly delegation met with Khamphan Phommathat, member of the Politburo of the Lao People's Revolutionary Party, Deputy Prime Minister and Minister of Justice of Laos, on June 17.

Laos' Deputy Prime Minister Khamphan Phommathat was in the northern port city to attend the expanded seventh conference of justice authorities from Vietnamese and Lao provinces sharing a common border.
Also attending the meeting were Hoang Thanh Tung, member of the Communist Party of Vietnam's Central Committee and Minister of Justice of Vietnam; Khamphao Ernthavanh, Ambassador Extraordinary and Plenipotentiary of Laos to Vietnam; Do Thanh Trung, Deputy Secretary of the Hai Phong Party Committee and Chairman of the Hai Phong People's Committee, along with leaders of relevant city departments and agencies.

Welcoming the Lao delegation, Chau said the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos were invaluable assets nurtured by generations of leaders and people of the two countries. For Hai Phong, preserving and promoting those ties is both a political responsibility and a matter of deep affection shared by the city's Party organization, authorities and people.
He said recent high-level meetings between leaders of the two parties and the two states had reaffirmed their commitment to strengthening economic connectivity, particularly in transport infrastructure, logistics, trade, energy, telecommunications, tourism, education and training, and human resources development. These are also areas in which Hai Phong has strengths and hopes to expand cooperation with Lao localities.

Providing an overview of the city's development, Secretary of Hai Phong Party Committee Le Ngoc Chau said Hai Phong has become northern Vietnam's leading seaport, industrial and logistics hub. It has the country's third-largest economy and is the only locality in Vietnam to have maintained double-digit growth for more than a decade.
Hai Phong has established friendship and cooperation ties with Vientiane and Oudomxay provinces in areas including Party and government building, education and training, healthcare, tourism, investment and trade. The city is currently supporting 134 Lao students studying at educational institutions in Hai Phong.

Expressing his appreciation for Hai Phong's development achievements, particularly following its merger with neighboring Hai Duong Province, Laos' Deputy Prime Minister Khamphan Phommathat praised the city's innovative thinking and strategic vision. He said Hai Phong's experience offered valuable lessons for Lao localities to study and adapt to their own conditions.
He expressed hope that Lao localities and Hai Phong would continue effectively implementing signed cooperation agreements, increasing exchanges and sharing experience in governance and socio-economic development. He also called for continued support from Hai Phong in training high-quality human resources, particularly in the legal sector and other specialized fields, as well as assistance in infrastructure development and capacity building.

Khamphan Phommathat said he would facilitate conditions for businesses and investors from Hai Phong to explore cooperation and investment opportunities in Lao localities in areas including high-tech agriculture, mining, infrastructure development and other sectors with competitive advantages. The two sides also exchanged experience on management reforms and the efficient use of resources and natural assets for socio-economic development.
Secretary of Hai Phong Party Committee Le Ngoc Chau said he believed Khamphan Phommathat's visit would help further strengthen cooperation between Hai Phong and Lao localities while contributing to the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.
He said cooperation between Hai Phong and Lao localities had yielded positive results but there remained considerable scope for deeper cooperation. He expressed hope that Khamphan Phommathat, Deputy Prime Minister and Minister of Justice of Laos, would continue supporting stronger ties between Hai Phong and Lao ministries, sectors and localities in education and training, agriculture, environment, mineral resources, trade, investment and people-to-people exchanges.
