The Hai Phong People's Committee has approved partial adjustments to the city's master plan through 2040, with a vision to 2050, for two areas in Do Son Ward.

Specifically, in Van Huong Luxury Tourist Villa Village (54.4 hectares), where the project site has been reclaimed from the sea, leveled, and equipped with infrastructure, the city adjusted and redistributed land-use functions within the project area.
The revised plan allocates 41.1 hectares for mixed-use residential land, 2.9 hectares for tourism land, and 10.4 hectares for water surfaces.
The adjustments aim to reflect the project's current implementation status, make effective use of existing infrastructure, develop tourism and resort services, and strengthen connectivity with the Dragon Ocean International Tourist Area.
At Hon Dau International Tourist Area (81.7 hectares), the revised plan comprises 35 hectares for mixed-use residential land, 23.4 hectares for tourism land, 4.3 hectares for specialized green space, 12.7 hectares for technical infrastructure facilities, and 6.3 hectares for national defense and security land.
The development orientation focuses on tourism, service, and entertainment facilities integrated with public spaces, beaches, green parks, and coastal landscapes.
The adjustments aim to clearly define land designated for national defense and security while adding space for tourism, services, and entertainment facilities linked to beaches, green parks, and coastal landscapes. They will also strengthen connections among K15 and Nghieng wharves, Hon Dau Island, and neighboring tourist areas.
The city's adjustments to the plans for these two major tourism areas in Do Son will ensure consistency and coordination across different levels of planning, providing a basis for continued project implementation in accordance with regulations. They will also promote the effective use of land resources and existing infrastructure, prevent resource waste, and boost tourism and service development in Do Son.
