Shortening procedures to unlock land resources

Favorable access to land and the early availability of cleared sites enable industrial park infrastructure developers to attract secondary investors more easily and quickly put land into use for production and business activities. These benefits have been demonstrated by Phase 2 of the Japan–Hai Phong Industrial Park Project.

Mr. Pham Van Tuyen, Deputy General Director of Hai Phong International Industrial Park Joint Stock Company, the project’s developer, said the project covers 197.16 hectares in Hong An Ward, with total investment capital equivalent to VND 4.4 trillion.

With active coordination and support from relevant departments, agencies and local authorities, the company completed the necessary legal procedures and broke ground as scheduled. Technical infrastructure works are now being completed ahead of schedule. Notably, city leaders have directly met with businesses to address difficulties and obstacles and connect the company with secondary investors.

From 2021 to 2025, Hai Phong consistently ranked among the country’s top five localities in the Provincial Competitiveness Index (PCI), with a particularly high score for land access. Building on these results, the city continued to introduce measures to support investors, notably by streamlining land-related administrative procedures in 2026.

Since October 1, 2026, Hai Phong has implemented a “green channel” mechanism for eight land-related administrative procedures under the jurisdiction of the Department of Agriculture and Environment. These include land allocation, land leasing, changes in land-use purposes, extensions of land-use terms, acquisition of land-use rights through transfers, and the appraisal and approval of land-use plans. Of these, six procedures have had their processing times reduced from 10 days to seven working days.

The procedure for approving economic organizations to acquire or lease land-use rights, or receive land-use rights as capital contributions for project implementation, has been shortened from 11.5 days to seven days. The appraisal and approval of land-use plans now takes 10 days instead of 19. This mechanism applies to social housing projects, rental housing, industrial real estate, commercial and service projects, and key projects.

For land valuation procedures, investors can receive notification of the land-use fees payable within 10 days of the land allocation decision, compared with the several months previously required. According to Mr. Pham Tuan, Director of HP.Auserco Auction Partnership Company, which organizes auctions for numerous projects across the city, the starting price is a key factor determined by the land valuation process for each locality, area and point in time. Shorter procedures enable successful bidders to pay promptly and begin housing construction sooner, while also allowing local authorities to proactively forecast budget revenues.

Transparent information to enhance investment appeal

Binh Giang Industrial Park is one of the land areas prioritized for investment attraction in the 2026–2030 period.

In July 2026, the Hai Phong People’s Committee issued Plans No. 286 and 285 to improve the Provincial Competitiveness Index (PCI) for the 2026–2027 and 2026–2030 periods, respectively. The city aims to maintain its position among the country’s top five localities and strive to enter the top three. It also targets a score of at least 6.6 for the resource access index, placing it among the four highest-ranked localities.

To improve the land access index, the Department of Agriculture and Environment has advised the city’s People’s Committee to focus on four key areas: publicly disclosing land-use zoning and plans; accelerating administrative reforms and shortening procedural processing times; developing and completing the land database; and helping businesses resolve difficulties and obstacles.

The city has made public a list of 166 projects prioritized for the 2026–2030 period, together with specific land resources. The investment attraction portfolio includes industrial park and industrial cluster infrastructure, housing, technical infrastructure, commercial and service facilities, healthcare, education, environmental treatment, clean water supply and cemeteries. Public disclosure of land-use zoning, plans and project lists makes it easier for businesses to access relevant information.

In addition, the city is compiling a list of priority projects to attract investment into the Free Trade Zone. Alongside projects with clearly defined land areas, the list also includes projects for which land requirements have not yet been determined. Their land areas will be specified in accordance with approved plans or during the project formulation and proposal process.

Hai Phong is accelerating efforts to complete a standardized land database that meets the criteria of “accurate, complete, clean and up to date” by the end of 2026. The Department of Agriculture and Environment is urgently reviewing and advising on adjustments to inconsistencies in the current land price table for certain land types, as well as the percentage rates used to calculate land rental unit prices. These adjustments aim to ensure alignment with market conditions and practical realities while enhancing the city’s appeal and competitive advantages in attracting investment.

With these measures underway, improved competitiveness in land access will continue to give Hai Phong an advantage in attracting investors and contributing to the city’s economic growth.
