The social assistance benchmark of 700,000 VND per month will be applied across Hai Phong city following the merger with Hai Duong province.
The Hai Phong People’s Council has approved a resolution on policies to support groups eligible for social protection and the social assistance payment framework for the 2026 – 2030 period.
The resolution will take effect on January 1, 2026.
The city People’s Council set the citywide social assistance benchmark at 700,000 VND per month. This benchmark serves as the basis for determining monthly social benefits, funding for care and nurturing, funeral support, and allowances for individuals under social protection in public social assistance facilities managed by Hai Phong.
The city’s projected budget for supporting social protection groups and paying social assistance in 2026 is nearly 3.609 trillion VND.
Total funding for the 2026 – 2030 period is expected to reach nearly 18.044 trillion VND from the city budget.
The new resolution is necessary, reflecting the city’s attention to social protection groups, contributing to ensuring social welfare policies that align economic growth with addressing social issues and the principle of “leaving no one behind.”
