The Hai Duong Social Protection Center project is entering its final stage, aiming for completion by the end of this year. Once finished, the facility will provide modern and synchronous infrastructure, contributing to ensuring social welfare in Hai Phong city.
Care and support for the vulnerable
At present, two facilities of the Hai Duong Social Protection Center in Le Thanh Nghi and Tran Hung Dao wards, Hai Phong city are caring for nearly 500 orphans, people with disabilities, lonely elderly, and people with mental illnesses. The center is not only a place of shelter but also a source of hope, spreading compassion and giving many disadvantaged lives the chance to continue a meaningful journey.
To better care for vulnerable groups and improve social welfare, in June 2023, the People’s Council of the former Hai Duong province approved the construction of a new Hai Duong Social Protection Center. The project is designed to serve 750 people by 2025 and aims to expand capacity to 1,000 people by 2030.
The new facility will provide modern infrastructure to care for the elderly, children, people with disabilities, and other vulnerable groups, realizing the goal of “leaving no one behind.” It will ensure that these groups have access to and benefit fully from social assistance, care, and nurturing services.
The new center is designed with a modern layout, divided into functional areas interconnected by internal roads, corridors, bridges, and synchronized technical infrastructure. The administration, conference hall, healthcare, rehabilitation, and social work block includes a 300-seat hall covering over 1,280 m2, a three-story healthcare and rehabilitation building, and a three-story administration and social work building.
The education and vocational training area consists of six blocks ranging from one to three stories, with thousands of square meters of floor space. The children’s dormitory includes three blocks from two to three stories. The dormitory for the elderly and people with disabilities consists of three blocks ranging from one to two stories.
In addition, the center will feature a multipurpose hall, a collective dining hall, a centralized kitchen, and various auxiliary facilities.
Accelerating progress
Le Manh Cuong, Chief Commander of the project, said that nearly 300 workers are always present on site, along with dozens of machines and pieces of equipment mobilized and deployed simultaneously across multiple construction fronts.
“With the highest determination, we are striving to complete the project on schedule as committed to the investor,” said Cuong.
The Hai Duong Social Protection Center project is being built on an area of nearly 7 ha in Nam Sach and Thai Tan communes in west Hai Phong, with a total investment of over 379 billion VND.
The project began construction in January 2025 and is expected to be completed by the end of this year thanks to the determination and efforts of the investor and contractors. Once in operation, it will become a modern and humane social protection facility, effectively serving the care of the elderly, children, people with disabilities, and other vulnerable groups.
