After a one-year pause due to administrative reorganizations, Hai Phong will resume assessments of the District and Department Competitiveness Index (DCCI) this year.

The city People's Committee has issued a Plan to implement the 2026 DCCI assessment. The 2026 DCCI framework covers three groups: city departments and agencies; central government agencies based in the city; and commune, ward and special-zone-level People’s Committees.
The indicator system comprises eight component groups focused on issues of concern to businesses: market entry; transparency; compliance costs; informal payments; fair competition; support policies; legal institutions; and a proactive, enabling administration.
Survey respondents will include enterprises, cooperatives and business households operating in the city, with about 3,500 questionnaires expected to be collected. Surveys will be conducted online combined with in-person visits to firms, cooperatives and business households to ensure objectivity and accuracy and to reflect the actual quality of public administration.
The city will select a qualified consulting firm to develop the methodology, indicator set and online survey platform, conduct the fieldwork, analyze results and publish the 2026 DCCI report.
The assessment results are expected to be completed and submitted to the city People’s Committee before December 20, 2026.
