The People's Committee of Hai Phong City has issued a decision regulating the framework for the number and designation of specialized departments under commune-level People's Committees across the city. The decision aims to concretize the Government’s regulations on the organization of the two-tier local government system, ensuring a streamlined structure that operates effectively and efficiently.

Under the decision, the number of specialized departments (including specialized departments and Public Administrative Service Centers) under commune-level People's Committees shall be determined in accordance with the size and characteristics of each administrative unit.

Specifically, 46 communes, wards, and special zones classified as Type I commune-level administrative units will be organized with five departments under the commune-level People's Committee: the Office of the People's Council and People's Committee; the Department of Construction, Agriculture and Environment (for localities with agricultural activities) or the Department of Construction and Environment; the Department of Economic Affairs; the Department of Culture and Social Affairs; and the Public Administrative Service Center.

Meanwhile, 67 communes and wards classified as Type II commune-level administrative units (excluding Bach Long Vi Special Zone) will have four specialized departments. Their names and functions remain unchanged under current legal regulations, namely: the Office of the People's Council and People's Committee; the Department of Culture and Social Affairs; the Department of Economy, Infrastructure and Urban Affairs (for wards) or the Department of Economic Affairs (for communes); and the Public Administrative Service Center.

The issuance of this decision serves as a foundation for local authorities to proactively restructure and strengthen their organizational apparatus, improve the effectiveness of state administration, meet the requirements of administrative reform and digital transformation, and provide better services to citizens and businesses.

The City People's Committee has assigned commune-level and ward-level People's Committees, as well as special-zone administrations, to formulate plans for establishing or reorganizing their specialized departments in accordance with the new regulations and submit them to the People's Councils at the same level for consideration and decision within their authority. They are also required to promulgate regulations on the functions, duties, and powers of each specialized department to ensure consistency and smooth coordination from the city level to the grassroots level.

The Department of Home Affairs is responsible for guiding and supervising localities in reorganizing organizational structures, staffing, and job positions; advising the City People's Committee on adjustments to the framework, names, and functions of specialized departments when necessary; and ensuring that commune-level administrative units newly assigned an additional specialized department operate stably before June 30, 2026.

Previously, a review showed that Hai Phong’s 113 communes, wards, and special zones (excluding Bach Long Vi) had a total of 339 specialized departments. Under the new regulations, the city may establish up to 395 specialized departments and 113 Public Administrative Service Centers.
