Base salary set to rise to 2.53 million VND from July 1

The Government has just issued Decree No. 161/2026/ND-CP dated May 15, 2026, which stipulates the base salary level and bonus regimes for public officials, civil servants, public employees and the armed forces. Under the new regulation, the base salary will rise to VND 2,530,000 per month starting July 1, 2026.

The decree sets the base salary applicable to those receiving wages, allowances and bonus regimes in agencies, organizations and public-service units of the Party, the State, the Vietnam Fatherland Front (VFF), political-social organizations under the VFF, and social organizations assigned state tasks at central, provincial and commune levels, special-administrative-economic units, and the armed forces.

Subjects covered include cadres and civil servants from central to commune levels as defined by the Law on Public Officials and Civil Servants; public employees in public-service units under the Law on Public Employees; and employees working under labor-contract regimes in administrative agencies and public-service units who are eligible under or have agreed to salary classification pursuant to Decree No. 204/2004/ND-CP.

The base salary is used as the basis for calculating salary levels in payroll tables, allowance rates and implementing other statutory regimes; it is used to calculate operating and living allowances; and it also serves as the basis for computing mandatory contributions and benefits that are determined according to the base salary.
