Building a smoke-free environment in Hai Phong

Authorities in Hai Phong have called on agencies and localities to step up efforts to build smoke-free environments and curb the spread of e-cigarettes in the community.

In response to World No Tobacco Day on May 31 and National No Tobacco Week 2026, the Hai Phong People’s Committee has instructed departments, agencies, mass organizations, and authorities in communes, wards and special administrative zones across the city to intensify tobacco harm prevention and control activities.

Agencies, units and localities were asked to develop response plans suited to local conditions, while stepping up communication on the harmful effects of tobacco, e-cigarettes and heated tobacco products. Authorities were also told to promote the 2026 World No Tobacco Day theme launched by the World Health Organization: “Unmasking the appeal – countering nicotine and tobacco addiction.”

The city government called for continued strict enforcement of the Law on Prevention and Control of Tobacco Harms, greater accountability among agency heads in anti-tobacco efforts, and the inclusion of tobacco harm prevention measures in annual operational plans of agencies and units. Authorities were also instructed to strengthen smoke-free workplace initiatives and strictly enforce smoking bans at workplaces and in public places.

Local authorities were urged to expand communication campaigns through grassroots information systems, digital platforms and social media, while encouraging officials, civil servants, public employees, workers and residents to adopt civilized lifestyles and help build smoke-free living environments. Restrictions on or bans against smoking at weddings, funerals and festivals are being encouraged.

The city also called for stronger inspections and monitoring of compliance with tobacco control regulations, with violations to be promptly detected and strictly handled, particularly the illegal use and trade of e-cigarettes and heated tobacco products.
