According to a draft resolution on tuition fees for public preschools and general education institutions in Hai Phong, the total budget expected to offset tuition exemptions for the 2025–2026 school year exceeds 675 billion VND.

The Cultural and Social Affairs Board of the Hai Phong People’s Council reviewed a draft resolution dossier on tuition fee regulations for public preschools and general education institutions across the city on the afternoon of November 11.
The adoption of this policy serves as a legal basis for determining tuition support levels for preschoolers, general education students, and learners enrolled in general education programs at private and semi-public institutions, as well as for calculating State budget compensation for public institutions implementing the tuition exemption policy.
The measure aims to ensure timely adjustments in line with legal regulations and the actual situation, guaranteeing uniform and consistent implementation following the merger of Hai Phong city and Hai Duong province.

The total estimated compensation budget for the 2025–2026 school year exceeds 675 billion VND, benefiting more than 685,000 students.
Chairman of the Cultural and Social Affairs Board Nguyen Thanh Trung assessed that the draft resolution dossier basically complies with legal regulations and meets the requirements to be submitted to the 31st session of the city People’s Council.
