Hai Phong steps up urban drainage measures ahead of rainy season

Faced with increasingly extreme weather and the impact of climate change, Hai Phong is implementing a range of measures to strengthen its urban drainage system.

According to meteorological forecasts, the 2026 rainy season is expected to bring more complex weather conditions, with a risk of intense rainfall coinciding with high tides. The conditions pose challenges for urban drainage, particularly in low-lying areas and densely built-up streets in the city center.

Pham Quang Quynh, Chairman of Hai Phong Drainage One Member Co. Ltd., said the company currently manages and operates hundreds of kilometers of drainage pipes, retention ponds, drainage canals, and other key facilities serving the city's central area.

One of the company's priorities is shifting from a "post-flood response" approach to proactive flood prevention.

Its subsidiaries have stepped up field inspections in line with weather conditions and are closely monitoring meteorological forecasts to prepare operating plans for retention ponds and pumping stations and regulate water levels from the outset of rainfall events.

Hai Phong is also accelerating infrastructure projects aimed at improving long-term flood resilience.

Under the approved drainage master plan, the city will continue investing in hundreds of kilometers of additional drainage pipelines, new pumping stations, centralized wastewater treatment plants and retention ponds to regulate surface water.

One of the key projects under way is the drainage improvement project in the Trung Luc area and Cat Bi Lake. The project includes the construction of large culverts, manholes, a pumping station with a capacity of 9 cubic meters per second, and the dredging and rehabilitation of the more than 5.6-hectare Cat Bi retention lake.

Once completed, the project is expected to help ease flooding in Hai An District and surrounding areas.

Nguyen Thanh Hung, Director of the city's Department of Construction, said Hai Phong is studying plans to allocate more land for drainage facilities, retention ponds and flood-control projects during the 2026-2030 period, while upgrading low-lying areas.

The city is also moving ahead with the Hai Phong Climate Resilient City Development Project, with total investment of nearly 9.91 trillion dong ) and a land area of about 118.5 hectares across several central wards.
