Hai Phong seeks to strengthen private sector growth

Private businesses in Hai Phong need greater support in overcoming bottlenecks in order to become a driver of sustainable growth.

Private firms in the city are facing difficulties in accessing land and capital.

According to the Department of Finance, Hai Phong had 54,005 active enterprises as of the end of May 2026. However, small and medium-sized enterprises account for the majority of businesses. The city also lacks large homegrown private enterprises capable of leading supply chains.

Tran Van Thang, Chairman of the Hai Phong Business Association, said that for Resolution 68 to become a genuine boost for the private sector, including small and medium-sized enterprises, the city should further improve the business environment and streamline administrative procedures in a substantive manner.

As a first step, the city should assess the health of local businesses and classify them accordingly in order to provide targeted and practical support to help them grow.

According to the Department of Industry and Trade, efforts to support and develop businesses will focus on establishing mechanisms that encourage enterprises to grow together, deeper joining global value chains.

This month, the department will coordinate with relevant agencies to draft the Local Go Global Program for 2026-2030 and submit it to the city government for approval.

At the same time, the city plans to develop business linkages based on industry clusters, value chains and supply chains by selecting leading local enterprises capable of driving domestic and global supply chains. These companies are expected to participate in at least five industry-linked networks in key sectors, including electronics, ICT and semiconductors; mechanical engineering, auto parts and smart manufacturing; logistics, seaports and supporting services; textiles, materials and high-tech fashion; and food processing, seafood and exports.

To raise localization rates in priority industries by 10-15% by 2030, the Department of Industry and Trade is working with large FDI enterprises in Hai Phong to identify their needs and attract supporting industry investors.

To improve access to land, the city has completed the digitization and synchronization of data for more than 1.1 million land plots with the national land database, while also making land-use plans and planning information publicly available on online portals to support investors seeking production and business opportunities.

The Department of Finance has also developed a training program for leaders of small and medium-sized enterprises through 2030, with a target of training 3,000 chief executives.

The program will focus on business leaders in sectors where Hai Phong has strengths, including seaports, logistics, shipbuilding, industrial park infrastructure, electronics, semiconductors and high-tech industries.
