Within this structure, Hai Phong’s role is being recognized more broadly. Beyond being a port city or major industrial center, it is now positioned as the maritime growth hub of the Red River Delta and the nation. This acknowledges past achievements and signals strategic direction for the city’s future.
This shift also places greater demands on Hai Phong, requiring preparation for new development spaces, strategic infrastructure, and enhanced urban governance. Maritime economy, international trade and global supply chains are becoming increasingly important. A port city can no longer rely solely on natural advantages. Hai Phong must be reorganized into a modern economic structure, linking ports, industry, logistics and services within a broad development space.
Planning cannot be limited to urban expansion or adding industrial zones. The key is designing a new development structure for the entire northern coastal region. When highways, coastal economic corridors, logistics networks, and industrial-urban systems are integrated, Hai Phong will not only serve as a transit point but also as a hub for economic flows and development.
A true growth hub must drive regional momentum, from infrastructure and logistics to supply chains and human resources.
