Evaluating urban standards after merger

According to the plan for reviewing and evaluating urban standards and establishing urban administrative units by the Haiphong City People's Committee, this contributes to the goal of achieving over 50% urbanization by 2030, gradually upgrading eligible communes to wards under regulations, and reviewing and evaluating Hai Phong City after merging with Hai Duong Province according to Type I urban standards to develop plans, roadmaps as stipulated.

Besides, conditions, standards, and criteria for establishing wards also need reviewing as a basis for orienting investment and developing a suitable urban system and urban administrative units, meeting the city's development requirements.

Selecting from communes formed from former towns

For reviewing and preparing dossiers for projects to establish urban administrative units at the commune/ward level, the Hai Phong City People's Committee requires the Department of Home Affairs to take the lead, in coordination with the Department of Construction, commune-level People's Committees, and relevant units, to review and evaluate communes according to ward establishment standards in line with the Law on Organization of Local Government, Resolution No. 111/2025/UBTVQH15, Resolution No. 112/2025/UBTVQH15, and related legal documents.

The Hai Phong City People's Committee requires completion of the review and compilation of eligible communes meeting ward establishment standards; development of plans, and reporting to the City People's Committee and competent authorities before June 13.

After the plan is approved, the dossier for establishing wards will be prepared and finalized, reported to the Ministry of Home Affairs for appraisal and submitted to competent authorities for consideration and decision.
