Hai Phong maintains growth momentum, accelerates efforts to meet Q2 targets

Hai Phong Party Secretary Le Ngoc Chau has called on Party committees, Party organizations, agencies and units to focus on removing bottlenecks in order to achieve targets and tasks set for the second quarter of 2026.

The Standing Committee of the Hai Phong Party Committee met on June 5 to review the implementation of socio-economic development, national defense and security, Party building, local administration and public mobilization tasks in May, and to discuss key priorities and solutions for June 2026.

The meeting was attended by Do Manh Hien, Permanent Deputy Secretary of the Hai Phong Party Committee; Le Van Hieu, Deputy Secretary of the Party Committee and Chairman of the Hai Phong People's Council; Pham Van Lap, Deputy Secretary of the Party Committee and Chairman of the Hai Phong Vietnam Fatherland Front Committee; members of the Party Committee's Standing Committee; and leaders of relevant departments, agencies and units.

According to a report at the meeting, the Standing Committee of the Hai Phong Party Committee continued in May to provide comprehensive leadership and direction over the city's political tasks and promptly implement policies, resolutions and conclusions issued by the central authorities.

The city successfully organized a conference reviewing one year of operation of the overall political system model and the two-tier local government model, a national scientific conference on renewing the country's development model based on science and technology, innovation and digital transformation, the 2026 Red Flamboyant Festival, and a number of other major political and cultural events.

In socio-economic development and national defense and security, the city maintained positive growth momentum. Seven of eight key socio-economic indicators in the first five months of the year met or exceeded growth scenario targets.

State budget revenue reached 97.471 trillion dong, equivalent to 50% of the annual targets assigned by the central government and the HaiPhong People's Council, and up 11.9% year-on-year.

Public investment disbursement totaled 13.106 trillion dong, equal to 33.8% of the annual plan, ranking second nationwide.

Hai Phong continued to lead the country in the Public Administration Reform Index (PAR INDEX) and the Satisfaction Index of Public Administrative Services (SIPAS), while remaining among the provinces and cities with outstanding economic governance quality under the Provincial Competitiveness Index (PCI).

Culture, social welfare, education, healthcare, science and technology, and digital transformation continued to receive attention, while national defense, security and social order remained stable. External relations activities were further expanded and improved in effectiveness.

Participants at the meeting reviewed achievements, identified shortcomings and their causes, and proposed solutions to effectively implement key tasks and fulfill targets set for the second quarter and the first half of 2026.

In his concluding remarks, Hai Phong Party Secretary Le Ngoc Chau agreed with the results achieved in May and the first five months of 2026, while highlighting several shortcomings that require attention in the coming period.

He called on Party committees, Party organizations, authorities, agencies and units to continue strengthening the Party organization and political system, ensuring smooth, effective and efficient operations.

The Party Secretary also urged members of the Standing Committee to fully exercise their responsibilities, strengthen leadership, inspection and supervision, closely monitor developments at the grassroots, promptly address emerging obstacles, and focus on implementing key tasks and major projects to help achieve the city's socio-economic development goals.

Le Ngoc Chau also called for proactive implementation plans in the spirit of the conclusions of Inspection and Supervision Team No. 04 of the Politburo and the Secretariat, while stepping up cadre planning, Party membership development, Party organization building, and improving the quality of inspection and supervision work.

On socio-economic development, he assigned the Party Committee of the Hai Phong People's Committee to direct agencies and units to closely follow growth target, review and adjust indicators that remain below target, implement measures to increase budget revenue, and accelerate site clearance, public investment disbursement and implementation of major and newly launched projects.

The city will also focus on removing obstacles and speeding up social housing and rental housing projects; finalizing and issuing the 2026-2030 medium-term public investment plan; and effectively implementing National Assembly resolutions related to the city's socio-economic development.

Hai Phong will continue addressing delayed and unresolved projects, aiming to complete plans for deploying projects . The city will also accelerate the streamlining; finalize adjustments to the city's master plan through 2050 with a vision to 2075 and submit it to the Standing Committee of the Party Committee no later than the first half of July 2026; and complete the city's new rural development plan for the 2026-2030 period in June.
