Strongly renewing the growth model and restructuring the economy toward modernity and sustainability is the second task among 11 major groups of tasks and solutions identified by the first Congress of the Hai Phong Party Committee.

Promoting strengths
After administrative reorganization, Dung Tien, Giang Bien and Vinh An communes were merged into Vinh Thuan commune. The entire Dung Tien – Giang Bien industrial cluster is now located in Vinh Thuan, creating more favorable conditions for local economic management, planning and development in line with the city’s modern and sustainable orientation.
Along with this industrial cluster, Vinh Thuan is simultaneously promoting investment in related project categories. Dinh Phu Hieu, Chairman of the commune People’s Committee, said that together with Dung Tien – Giang Bien industrial cluster, these projects are expected to create local job opportunities, increase budget revenue, boost trade and services, and positively contribute to advanced new-style rural building and urbanization in the locality.
Based on the city’s 2025–2030 strategy to restructure the economy toward modernity and sustainability, An Hung commune is working closely with An Tho Investment JSC. to shift the local economic structure.
An Tho industrial cluster, built by the company on nearly 50 ha of land in An Hung commune with an investment of more than 479 billion VND, has become the first industrial cluster licensed in the Southern Coastal Economic Zone. Its distinct direction is developing according to environment – society – governance (ESG) standards, aiming to become the first model eco-industrial cluster in Hai Phong.
To achieve this goal, alongside building green infrastructure, An Tho Investment JSC. plans to attract key industries such as electronics, refrigeration, information technology, and high-tech, light and clean industries. The project aims to create around 5,000 – 7,000 jobs, contributing to the local socio-economic development.
Removing bottlenecks to ensure projects start on schedule

To celebrate the 14th National Party Congress, Hai Phong plans to break ground on Chien Thang industrial cluster in November and three others, An Phu, An Tho and Dung Tien – Giang Bien, in December 2025. The total area of these four industrial clusters exceeds 177 ha, helping increase the total scale of industrial clusters in the city to over 4,000 ha. This is a practical activity contributing to Hai Phong’s successful implementation of its economic restructuring strategy, ensuring growth quality improves year by year until 2030.
In early November, leaders of the city People’s Committee conducted field inspections and heard progress reports on infrastructure construction for An Tho, Chien Thang, Dung Tien – Giang Bien and An Phu industrial clusters. However, some industrial cluster projects still face difficulties in implementation and completion as they move toward groundbreaking.
Standing Vice Chairman of the city People’s Committee Le Anh Quan asked relevant units to strengthen coordination, urgently remove obstacles related to site clearance and legal procedures, and strive to commence construction of the industrial clusters on December 19, 2025, according to schedule.
