Hai Phong issues new support levels for addressing animal disease outbreaks

Eligible beneficiaries include production facilities, small- and medium-sized enterprises raising poultry and aquaculture, etc. suffering losses due to disease outbreaks or involved in control efforts.

The 16th Hai Phong People’s Council has issued Resolution No. 26/2025/NQ-HDND on support levels for overcoming animal disease outbreaks in the city.

Accordingly, support applies to individuals, households, farm owners, partnerships, cooperatives, cooperative unions, and small- and medium-sized enterprises (excluding armed forces units) engaged in livestock farming, aquaculture, seed production and rearing, as well as individuals participating in animal disease control, as specified in Clause 2, Article 3 of Decree No. 116/2025/ND-CP.

For production facilities and small- and medium-sized enterprises involved in livestock farming, aquaculture, and seed production and rearing, support levels are defined for each species, including 50,000 VND per liveweight kilogram for buffaloes, cows, horses and goats, 40,000 VND per liveweight kilogram for pigs, 35,000 VND per liveweight kilogram for chickens and geese, and 10,000 VND per kilogram for farmed seafood in cages and rafts.

For individuals participating in animal disease control, those not receiving salaries from the State budget are entitled to 400,000 VND per working day and 500,000 VND per day on weekends or public holidays during mobilization for disease prevention and control.

Government-salaried individuals assigned or mobilized for animal disease prevention and control are entitled to 150,000 VND per working day and 300,000 VND per day on weekends or public holidays.

Funding comes from the State budget and other lawful financial sources in accordance with regulations to support animal disease response.

The resolution will take effect on December 1, 2025.
