Hai Phong expands seaward to build new future

With strategic steps focusing on investment in seaport infrastructure and a modern transport network, Hai Phong is expanding its development space and asserting its role as the economic engine of the Northern coastal region.

Reaching out to the sea

From a once sparsely populated and underdeveloped island district, Cat Hai has undergone a remarkable transformation over the past five years. Lach Huyen has become an international gateway port, with towering modern cranes and vast container yards. Large oceangoing vessels, dozens of meters high, come and go busily, with their horns sounding across the harbor. Today, Cat Hai is affirming its position as a highlight in Hai Phong’s journey to the sea as the world’s 29th busiest seaport.

Alongside, Dinh Vu–Cat Hai economic zone has become a destination for leading domestic and international corporations.

According to the Hai Phong People’s Committee, since 2019, the city has converted more than 930 ha of sea surface into land. Of this, over 728 ha were allocated to industrial park and free-trade zone construction. A prime example is Xuan Cau industrial park in Cat Hai, with more than 90% of its area formed from reclaimed land. Linked to the Lach Huyen international gateway port, the park is well-positioned to develop an integrated “port–industrial park–urban” logistics model.

In parallel with land reclamation, a series of major seaport projects have been launched. In 2025, berths 3 - 6 at the Lach Huyen deep-water port area were inaugurated. In July, the Prime Minister approved investment policy for berths 9 - 12, following the earlier approval of berths 7 and 8 in 2023.

Expanding development space toward the sea not only addresses the shortage of industrial land but also boosts port development, turning Hai Phong into a major national logistics hub, enhancing the city’s ability to attract large-scale FDI.

Hai Phong is shifting its growth center toward the sea to maximize deep-water port advantages and build the marine economy into a pillar of development.

In June 2025, the National Assembly passed Resolution 226/2025/QH15 on piloting several special mechanisms and policies for Hai Phong’s development. The six groups of mechanisms with 41 policies, including key reforms to ease administrative bottlenecks in seaport investment, are becoming a driving force for the city to fully unlock its potential, shape breakthrough growth models, and contribute to the regional and national economy.

According to the detailed plan for Hai Phong’s seaport land and waters for 2021–2030 with a vision to 2050, approved by the Ministry of Construction in June 2025, by 2030, Hai Phong’s port system will be able to handle 175.4 – 215.5 million tons of cargo and serve 20,400 – 22,800 passengers annually.

Specifically, Lach Huyen will have 14 – 16 berths with 15 – 18 wharves. Berths 1 – 4 will accommodate vessels up to 165,000 tons (12,000 TEU), while berths 5 – 10 will receive vessels up to 200,000 tons (18,000 TEU), in line with related infrastructure.

Along with port planning, a series of key transport projects are being accelerated, including the Lao Cai – Ha Noi – Hai Phong railway, the Ninh Binh – Hai Phong expressway (passing through the city and 9 km of Thai Binh province, expected to open in 2027), Nam Do Son port, the southern Hai Phong coastal economic zone, and an international airport project in Tien Lang.

Following the merger with Hai Duong province, Hai Phong has gained strategic advantages, creating new space for large-scale industrial, urban, and service development. This marks an important step for the city to affirm its role as a maritime economic hub and a dynamic growth pole in the north, aiming to become an international logistics center.
